Dear Inquirer,
On October 1, the federal government entered a period of shutdown because they were unable to pass a federal appropriations bill that would fund the government for the upcoming year. During a government shutdown, the federal government ceases "non-essential" operations, which can still cause massive disruptions to the lives of Americans.
All U.S. military service members are expected to work without pay, as are air traffic controllers, TSA agents, and thousands of other employees across all departments. Funding for food assistance programs, such as the Supplemental Nutrition Assistance Program (SNAP) and the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), could run out and leave many Americans without access to proper nutrition. In the event of a longer shutdown, federal housing assistance programs are in danger of running out as well.
The government shutdown does not just affect federal employees - this impacts all of us. In this time of uncertainty, I wanted to share some resources that may help answer questions about the government shutdown or fill some of the gaps left by the absence of many federal programs. The offices of U.S. Representatives Scott Peters (CA-50) and Sara Jacobs (CA-51) have compiled information regarding what is and is not open during the shutdown, and their staff can help answer individual questions. Additionally, given that District 2 has a large community of active-duty military personnel and military contractors who may be working without pay during this shutdown, Jewish Family Service and the Jacobs & Cushman Food Bank are offering drive-through nutrition assistance to federal government employees who are affected. Midway Rising Approved by Planning Commission
On September 27, the Planning Commission approved the proposed land-use actions associated with Midway Rising, marking the first approval of the final plans for the project. With unanimous support from the Midway-Pacific Highway Community Planning Group, and after holding public outreach in all nine Council Districts and providing quarterly updates to the City Council and the public, Midway Rising will now advance to be heard at the City Council level.
LGBTQ+ History Month
October is LGBTQ+ History Month. As a member of the Stonewall Generation of LGBTQ+ Americans, I remember a time when living openly as an LGBTQ+ person meant risking your family, your job, and your safety because of prejudice. History teaches us many lessons, and unfortunately the attacks we are seeing today against the LGBTQ+ community are not new attacks. But we know that when things get difficult, it is time to roll up our sleeves and work even harder toward equality for all people.

Pacific Village Grand Opening
Last week, we opened 62 new affordable housing units in Midway at Pacific Village. This former motel was purchased and refurbished by the San Diego Housing Commission and will provide safe studio apartments and on-site services for formerly homeless San Diegans, including veterans and transition-aged youth. I am so grateful to all the incredible partners at the local, state, and federal levels who made this project a reality!

Clairemont 75th Birthday Bash - October 18
Join the Clairemont Town Council this weekend as they celebrate Clairemont's 75th anniversary. Clairemont was one of San Diego's first post-World War II housing developments and is now San Diego's largest neighborhood. Today, Clairemont has three of the City's Open Space Parks (Marian Bear, Tecolote Canyon, and Rose Canyon), three public library branches, six recreation centers, a public pool, and over 20 public schools serving the residents of the community. This Saturday, October 18 from 1pm - 6pm, stop by the Clairemont Town Square for an afternoon of food, music, and history!

Launching Safe Sidewalks Program in Clairemont Mesa
The Transportation Department will be launching the Safe Sidewalks Program in the Clairemont community to inform private property owners about their responsibility to fix sidewalk damages. California State Streets and Highways Code requires property owners to maintain the sidewalks in front of their property, even within the City right-of-way. However, in November 2023, the City Council approved a fee holiday that waives over $2100 in permitting fees to reduce the cost of repairs. The Transportation Department will proactively mail out notices of responsibility to property owners with known sidewalk damage informing them of this responsibility. Next Phase of Work for Pure Water SD - Night Work on Morena Blvd.
Beginning October 5, crews started installing pipes on Morena Blvd. between Napier St. and Milton St. To maintain the safety of the community during this phase of work, crews are expected to perform overnight work on Morena Blvd. from 9pm to 5am Sunday through Friday, for approximately two weeks. This schedule is subject to change. During work hours, they will use excavators to dig trenching to install the pipeline and noise associated with construction may be heard. Earplugs are available to residents upon request. For your safety, please follow all posted signage.

Organizational Support Program and Creative Communities San Diego Funding Available
Applications are now being accepted for two of the City's arts and culture funding programs - the Organizational Support Program (OSP) and Creative Communities San Diego (CCSD). These grant programs can be used by local nonprofits to support general operations and project-based initiatives by local organizations supporting arts and culture across San Diego. Draft Citywide Public Engagement Guide is Available for Public Review
The Planning Department has released its Draft Inclusive Public Engagement Guide, which serves as a way to hear directly from residents what type of communication they want from their city government. The public can view the draft plan by clicking the button below, and can share their feedback by emailing engagement@sandiego.gov by October 19.

The City's updated Street Design Manual is now out for public review and comment. The Manual addresses the many aspects of modern streets that will serve the needs of all users, such as pedestrians, bicyclists, and transit riders.
