This Monday, September 15 marks the beginning of Hispanic Heritage Month, a time to celebrate the rich history and culture of our country's Hispanic and Latino citizens. Many Central and South American countries that were colonized by Spain celebrate their independence from Spanish rule between September 15 and October 15, that is why we celebrate Hispanic Heritage Month split between the months of September and October.

 

Here in San Diego, we share more than just a border with Mexico; we share a rich binational economy, cuisine, culture, and history. Because of this unique relationship, Hispanic Heritage Month is a meaningful celebration of a large part of our region's history.

 

If you are looking for ways to celebrate Hispanic Heritage Month, I encourage you to visit Old Town San Diego, the Birthplace of California and the historic heart of San Diego. Old Town is a hub of Mexican culture in our city and is located right in District 2. Tomorrow, September 13, they will be hosting "Fiestas Patrias" from 11am to 4pm at the Old Town San Diego State Historic Park, where you can celebrate Mexican culture, history, and independence! Coastal Resilience Master Plan

This week, the City Council approved the Coastal Resilience Master Plan, the City's plan to help protect our beaches and coastline from sea level rise, coastal erosion, and the effects of climate change. The Planning Department studied each of the locations outlined in the Plan extensively, and presented a recommendation for each of the locations that combined nature-based solutions with engineered solutions. The City will now move forward with further studying the concepts at four locations, including Tourmaline Surf Park in District 1, and Ocean Beach Dog Beach, Ocean Beach Beachfront, and Sunset Cliffs in District 2.

 

Sister City Agreement with Marseille, France

On September 4, the Economic Development & Intergovernmental Relations Committee approved a resolution in support of establishing a sister city relationship with Marseille, France. Subnational diplomacy is a powerful way to build cultural, educational, and economic connections across the world. The U.S. and France share a long history of friendship and cooperation, and I am proud that San Diego continues to strengthen those ties.

 

Transgender History Month

On September 9, the City Council declared August to be Transgender History Month in honor of the anniversary of the 1966 Compton's Cafe riots, one of the first acts of collective resistance by transgender people against discrimination in the United States. To our trans community, I see you, I respect you, and I love you. Our city honors and celebrates all of the wonderful contributions you bring to San Diego. We are all in this fight for equality together as one big American family.

 

The Joan Opens in Liberty Station

The Joan & Irwin Jacobs Performing Arts Center is officially open! "The Joan," nicknamed after the late philanthropist and patron of the arts Joan Jacobs, is the new home of the Cygnet Theatre and is located in Liberty Station in the former Building 178. This beautiful, state-of-the-art theater will create a new hub for the performing arts in District 2, and I am so grateful to the generosity of the Jacobs family for helping to bring this vision to life.

 

9/11 Memorial Stair Climb

Last week, my Senior Policy Advisory Manuel Reyes joined Mayor Gloria, Fire-Rescue Chief Robert Logan, and Police Chief Scott Wahl at the San Diego 9/11 Memorial Stair Climb. Participants climbed 110 flights of stairs at the Hilton Bayfront, the same number of stairs the firefighters climbed in the towers on 9/11. Together, we honor the firefighters, police officers, and first responders who made the ultimate sacrifice on September 11, 2001. We will never forget their bravery, service, and dedication.

 

Clairemont Community Plan Update is Open For Public Feedback Until September 14

The City Planning Department is now accepting feedback on the second draft of the updated Clairemont Community Plan, which is available for review and public input through September 14, 2025. The second draft of the Plan Update includes improved safety and mobility with protected intersections, expanded areas for walking and biking, and flex lanes that can adapt to meet different traffic needs. It also includes additional recreational opportunities such as neighborhood parks, pocket parks, and joint-use areas in the community. Next Phase of Work for Pure Water SD - Night Work at Clairemont Mesa Blvd. and Genesee Ave.

Beginning September 2, crews started installing pipes through the intersection of Clairemont Mesa Blvd. and Genesee Ave. Every street where pipeline is installed will be fully repaved curb-to-curb and re-striped. To maintain the safety of the community during this phase of work, crews are expected to perform overnight work at the intersection from 9pm to 5am Sunday through Friday, for approximately four to six weeks. During working hours, the intersection will be closed to traffic and detours will be in place. During non-working hours, the intersection will be fully opened to traffic. This schedule is subject to change. For your safety, please follow all posted signage.

 

Public Utilities Department Virtual Community Meetings

The Public Utilities Department will be hosting a series of virtual community meetings for the public to share more about water and wastewater operations and the need for rate adjustments. The final meeting will be held on Zoom on Monday, September 15 from 6pm - 7pm. For more information or to register for this meeting, click the button below.

 

SD Access 4 All Hotspot Program Returns

Beginning September 9, the Library Department's SD Access 4 All Hotspot Program is back! Due to software upgrades, this popular program has been on hold, but now residents can check out technology like mobile WiFi hotspots and Chromebooks for up to 30 days at a time. This program is meant to provide short-term internet access in the absence of a permanent connection. If you need help establishing a permanent Internet connection in your home, you can call one of the City's Digital Navigators at 1-800-350-6945 or visit your local library. Fiscal Year 2025 Consolidated Annual Performance and Evaluation Report

The City of San Diego has released its draft Fiscal Year 2025 Consolidated Performance and Evaluation Report (CAPER), which highlights how federal funding from the U.S. Department of Housing and Urban Development (HUD) has been used to make a positive impact in our communities. These funds have been used for things like small business loans, first-time homebuyer assistance, housing for the homeless, and support for local organizations that give back to the community through meal delivery, job readiness opportunities, and other programs. The draft CAPER is available for review and public comment through September 18, 2025. City's Street Design Manual Update

The City's updated Street Design Manual is now out for public review and comment. The Manual addresses the many aspects of modern streets that will serve the needs of all users, such as pedestrians, bicyclists, and transit riders.
