ALCOHOL BAN KEEPS PARKWAY FAMILY-FRIENDLY DURING MEMORIAL DAY HOLIDAY WEEKEND

If you are planning to enjoy the American River Parkway over the Memorial Day holiday weekend, there will be a complete ban on alcohol consumption and possession both on land and in the water between Hazel and Watt avenues (an exception exists for Ancil Hoffman Golf Course).

Several years ago, there were major problems along the American River due to excessive alcohol consumption. This resulted in fights, public nudity, profanity, and littering, and drove many families away.

In addition to Memorial Day weekend, the alcohol restriction also applies on the weekends of Independence Day and Labor Day. In addition, the Board of Supervisors delegated authority to the Director of Regional Parks, in consultation with the County Executive, to prohibit alcohol in the Parkway on additional days between Memorial Day and Labor Day when such a ban is needed to maintain order amid excessive alcohol consumption encouraged by social media.

SACRAMENTO COUNTY JAIL SYSTEM MASTER PLANNING SURVEY

Sacramento County is seeking input from the community for a survey to help inform the Jail System Master Planning process, an analytical process that evaluates facilities, population, operations, and service needs to provide the Board of Supervisors a range of options, costs, and impacts. Hearing from a broad range of perspectives is critical to this process and the survey is open to all community members. This will ultimately result in a decision for aligning jail facilities with legal requirements (Mays Consent Decree, Americans with Disabilities Act, HIPAA, etc.).

Take the survey here: Jail Facilities Planning Survey
Survey closes: May 31, 2026

Survey responses will be shared with the consultants supporting this effort and will help shape the range of options being evaluated. Please note, this is just one of many opportunities for community and stakeholder input. To remain informed about opportunities anyone can sign up to receive updates.

Deputy County Executive Eric Jones recently hosted a public webinar to provide updates on the Jail System Master Planning effort and answer community questions. If you are interested, you can watch the recording using the link below and review materials and other related information on the Public Safety and Justice Agency’s Reports and Resources webpage.

Webinar recording: Sacramento County Jail System Planning Update & Community Input Webinar - April 23, 2026

ICYMI: COUNTIES FACE "STRUCTURAL" CRISIS UNDER H.R. 1

H.R. 1 (the One Big Beautiful Bill Act) could greatly impact funding, shifting billions of dollars of healthcare and food assistance costs on local governments. Graham Knaus, CEO of the California State Association of Counties, did an informative interview with Sacramento News and Review on this topic.

“California is one of about 10 states where counties are the primary service provider. Nearly all safety net services—healthcare, food support, and many others—are delivered at the county level on behalf of the state.

That system works when funding is aligned across federal, state, and local levels. But when federal policy shifts, counties are where the impact lands. We’re responsible for making sure people actually receive services, regardless of what happens upstream.

H.R. 1 puts counties in a position where we are expected to deliver more complex services with significantly fewer resources.”
