Congratulations to Chris Tivanian, newly promoted to Captain, Commanding Officer, San Diego Police Department Northwestern Division, serving District 1’s Carmel Valley, Del Mar Heights, Sorrento Valley, Torrey Preserve, and Torrey Highlands.  

 

After threat of closure and loss of a commanding officer, Northwestern and the community the division serves will reap the benefits of Captain Tivanian’s 24 years on the force. His experience includes Homicide, SWAT, Narcotics, Gangs, and K9 Unit. Captain Tivanian’s continued leadership at Northwestern will maintain the community’s status as one of the safest in the city.

 

2026 National Night Out in Pacific Beach

Thank you, Branch Manager Christina Wainwright, for hosting National Night Out at the Pacific Beach/Taylor Branch Library. The community enjoyed dinner provided by St. Andrew’s By-The-Sea, watched Beauty and the Beast on the lawn, snuggled real “beasts” in the petting zoo, and connected with one another and our Northern Division officers.

 

District 1 knows that when law enforcement and the community work side by side, we strengthen relationships, build trust, and create safer places for everyone.

Protecting Pinnipeds and Access to Public Spaces

The National Oceanic and Atmospheric Administration (NOAA) is the Federal agency with jurisdiction over the protection of marine mammals, including seals and sea lions. Under the Federal Marine Mammal Protection Act, they hold jurisdiction over enforcement and investigation of marine mammal abuse.  We are in contact with NOAA to make sure their investigation of the recent regrettable action is completed apace.

 

While restrictions are in place at Children’s Pool and Point La Jolla, I have drawn a bright line to preserve public access to the beach and waters of La Jolla Cove.  I have worked with NOAA, California Coastal Commission, advocates, and community organizations to balance wildlife protection with public access at one of San Diego’s most treasured public spaces. 

 

We all know that the actions of a few bad actors can result in reduced freedoms for the rest of us. That is why I have been tireless in fighting for operational changes and funding to put in place effective measures, including:

  • Consistent Ranger presence at the Cove, 
  • Coning off portions of the sand at the Cove, and 
  • Installation of new, permanent signs and A-frame signage at and around the Cove  

The city and Coastal Commission is monitoring the efficacy of these changes to prevent harassment of wildlife and preserve access to La Jolla Cove beach and ocean waters. Thank you to city staff, NOAA, California Coastal Commission, volunteer docents, the Sierra Club Seal Society, and our community partners who work every day to educate visitors and promote the responsible viewing of marine wildlife. 

 

Getting It Done in D1: Weed Removal along Mission Bay Drive

Pacific Beach residents submitted Get It Done requests to the city regarding overgrowth along the sidewalk on Mission Bay Drive. I coordinated with city staff to prioritize weed removal on Grand Avenue at the turn into Mission Bay Drive. While the work is ongoing, nearly all the weeds have been removed along this walkway. Thank you, Parks and Rec Staff, for Getting It Done in D1!
