When we invest in young people navigating serious challenges, we can change the trajectory of families and neighborhoods. The State of California is backing that approach with a $5 million investment in our Peacemaker Project, allowing us to continue and expand efforts to prevent gun and gang violence in City Council Districts 4, 8, and 9. 

 

The Peacemaker Project works directly with young people at the highest risk of being involved in violence. During the last grant cycle, the program served more than 1,000 youth and their families by connecting them to mentorship, support services, and reentry assistance for young people returning home from the justice system by helping them reconnect with school, find work, and rebuild stability. This renewed investment will build on that progress and allow us to reach even more young people before violence takes hold. 

 

San Diego remains one of the safest big cities in America. I am committed to ensuring we remain that way by investing in strategies that bring together prevention, accountability, and strong community partnerships.

Upgrades to Police Plaza Strengthens Training, Recruitment, and Officer Wellness

Police Plaza on Murphy Canyon Road has received upgrades to better serve the San Diego Police Department’s training, recruitment, and community engagement needs. 

 

Alongside Police Chief Scott Wahl and the San Diego Police Foundation, I joined a ribbon-cutting ceremony to mark these long-overdue upgrades to the former Chargers training facility, which were funded through the San Diego Police Foundation and a state grant, not City funds. Since the City assumed control of the building in 2018, much of the space had remained untouched and in need of attention. Today, it houses more than 200 personnel and serves as a central location for officer training, leadership development, recruiting and community events. 

 

This renovation reflects the professionalism and pride of the men and women who walk through those doors each day to keep San Diego safe.  

 

The upgraded facility now includes custom murals honoring San Diego and SDPD history, a redesigned lobby built to accommodate officers in uniform, a Hall of Honor recognizing fallen officers, enhanced fitness facilities, and an expanded outdoor training space. Combined with recent wellness investments across all nine police stations, these improvements support the physical and mental well-being of our officers. 

 

Rain Activates Inclement Weather Shelter Program Across San Diego

When rain hits San Diego, we activate our Inclement Weather Shelter Program to make sure people experiencing homelessness have a safe place to stay indoors.

 

Recent storms triggered that activation, opening temporary overnight shelter beds for our unhoused neighbors when conditions turn cold or wet. The program operates during the winter months and is activated when specific weather thresholds are met, including low temperatures or significant rainfall. Beds are available on a per-night, first-come, first-served basis, and each time the program has been activated, space has remained available.

 

Capacity depends on daily staffing and provider availability. The San Diego Housing Commission works closely with the City of San Diego, Father Joe’s Villages, and Living Water Church of the Nazarene to stand up additional beds quickly when forecasts call for severe weather.

 

The San Diego Housing Commission recently released a short video explaining how the program works and how to access beds when it is activated. Clear information helps people connect to shelter when they need it. We will continue ensuring that when storms arrive, there is a safe place indoors for those who need it most.

 

City Expands Path to Homeownership with $50,000 Assistance for Middle-Income Families

Up to $50,000 is available right now to help middle-income San Diegans buy their first home. 

 

Through the San Diego Housing Commission First-Time Homebuyer Middle-Income Program, eligible first-time homebuyers can receive $40,000 in down payment assistance and an additional $10,000 grant to cover closing costs. The program is designed to help working families overcome one of the biggest barriers to homeownership: upfront costs. 

 

This investment supports households earning between 80 percent and 150 percent of the Area Median Income. For example, a family of four earning between $132,400 and $196,200 may qualify. The program is available for homes with a maximum sales price of $1,250,000, and applicants must meet eligibility requirements, including a minimum credit score of 640 and at least two years of consistent work history. 

 

I know firsthand what homeownership can mean for a working family. My parents were able to buy a home in Serra Mesa on working-class salaries and afford to stay in the city where they grew up. That stability shaped my life and my belief that this city should be a place where hard work creates opportunity. 

 

Today, too many families feel priced out of that same dream. Expanding access to homeownership is part of how we build more homes and create a San Diego that works for all of us. When working families, including military families, teachers, nurses, and first responders, can afford to stay and succeed here, our city is stronger for it.

Bachman Place Resurfaced Near Hillcrest

We resurfaced Bachman Place between Lewis Street and Montecito Way as part of our ongoing effort to fix the damn roads across San Diego. Though only a small segment of the street, this stretch was in very poor condition and serves residents and nearby hospital workers. These permanent repairs improve safety and help prevent potholes from returning.

Cookie Season in Full Swing Across San Diego

More than 9,500 Girl Scouts across San Diego and Imperial counties are taking part in this year’s cookie season, building real-world skills in entrepreneurship, leadership, and teamwork. I had the chance to greet some of them at City Hall and see that leadership in action. Through cookie sales, these young leaders are funding travel, service projects, and experiences that help shape their futures and strengthen communities across our region.

I’ve announced a new round of appointments to the City of San Diego’s boards and commissions, bringing fresh perspectives and expertise to help guide important decisions on housing, public safety, infrastructure, and community planning. Serving on a board or commission is one of the most direct ways residents can shape our city’s future, and I encourage interested San Diegans to learn more about the opportunity, apply and get involved.

State Mortgage Relief Expansion Includes January 2024 Flood Impacted Residents 

There is important relief available for San Diego homeowners impacted by the 2024 storms and flooding. 

 

The Governor’s Office has confirmed that the January 2024 San Diego flood qualifies under the expanded CalAssist Mortgage Fund program. That means eligible disaster-affected homeowners may now receive up to 12 months of mortgage payments, paid directly to their mortgage servicer, with assistance totaling up to $100,000 that does not need to be repaid. 

 

The expansion increases the relief period from three months to a full year and broadens income eligibility so more families can qualify. This support is designed to help homeowners stabilize while they rebuild, navigate insurance claims, and recover from disaster impacts. 

 

Homeowners can review the full list of qualified disasters and apply at www.calassistmortgagefund.org. 

 

Online Portal for Balboa Park Parking 

Modifications expanding free parking for verified residents in Level 2 and Level 3 lots are anticipated to take effect March 2, and updates to the portal are still being implemented. In the meantime, parking passes for Balboa Park are available through an online portal, allowing visitors and residents to manage parking options in one place.

 

Parking revenues will be reinvested directly into park operations and maintenance, helping preserve this treasured public space for generations to come.

Civic Center Plaza Comes Alive with Plaza Central Pop-Ups 

Downtown’s Civic Center Plaza is getting a vibrant refresh with Plaza Central — a new series of pop-up events bringing food, music, and art to the heart of the city.
