A MESSAGE FROM COUNCILMEMBER FOSTER

Dear Neighbors,

 

We are starting to feel the shift into warmer weather and longer days across District 4. With summer around the corner and many students preparing to wrap up the school year in the coming weeks, this is the season when families spend more time outdoors, attend local events, and enjoy time together.

 

May is also a time to recognize and celebrate the people who help make our communities strong. This month, we recognize Asian American, Native Hawaiian, and Pacific Islander Heritage Month and celebrate the cultures and contributions that continue to shape our communities. As we reflect on Mother’s Day, I also want to recognize the mothers, grandmothers, aunties, and strong women throughout our district who lead, sacrifice, support, and hold families together every day. Later this month, we will also honor the brave men and women who gave their lives in service to our country this Memorial Day.

 

At City Hall, we are continuing budget important conversations about the future of our city and the investments our neighborhoods need. My focus remains on improving the quality of life, protecting the services residents rely on, and advancing long-overdue projects and community priorities. You will find updates throughout this newsletter on work happening across District 4 and the city.

 

I also encourage you to check out this month’s events calendar and support and enjoy the many events, programs, and activities happening across District 4 this month.

City Hall Updates Header

FY2027 BUDGET SEASON UNDERWAY

Budget season is underway at City Hall, and this will be a difficult budget year for our city. Over the next several weeks, the City Council will be making decisions that directly impact the services our neighborhoods rely on every day.

 

As Chair of the Budget Committee, my focus remains on protecting core services, maintaining transparency throughout the process, and making sure our communities continue to have a voice in the conversation. During challenging budget years, it is especially important that residents speak up about the priorities that matter most to their families and neighborhoods.

 

I encourage residents to attend the upcoming public input budget hearing on Monday, May 18 at 6 p.m. in Council Chambers and to review the Budget Committee Key Dates Calendar to stay informed and engaged throughout the process. Your voice matters, and public input is critical as we work toward a final budget.

 

PROPOSED MTS FARE INCREASES

On April 25, I stood alongside community members, transit riders, and advocates and voted NO on the proposed MTS fare increase. At a time when many working families are already facing rising costs, increasing fares would place an additional burden on the residents who rely on public transportation every day to get to work, school, medical appointments, and other essential services.


For many residents across District 4, public transit is not a luxury. It is a necessity. Families, students, seniors, and working people depend on these services every single day, and they should not have to choose between getting where they need to go and making ends meet. Our communities deserve reliable and affordable transit that keeps people connected to opportunity.


I will continue fighting for solutions that protect affordability, improve access, and keep public transportation working for the people who rely on it most.

 

OAK PARK LIBRARY GROUNDBREAKING

On Thursday, May 14 at 9 a.m., the community is invited to join us for the groundbreaking of the long awaited Oak Park Library Expansion and Improvement Project. The ceremony will take place at the future library site, with the easiest access available from the dead end of Chollas Station Road. The future library will be located on College Grove Boulevard near 55th Street, just up the street from the existing Oak Park Library.

 

Residents have advocated for expanded library services in Oak Park for years, and it is exciting to finally see this moment happening. Former State Senate President Pro Tem Toni Atkins helped secure critical funding for the library because of her longstanding commitment to public libraries and neighborhood investment. Monica Montgomery Steppe also championed this effort while serving on the City Council, and I have continued pushing the work forward to help bring it across the finish line. I also want to thank Congressmember Juan Vargas and Senator Akilah Weber Pierson for helping secure additional funding support for this project, along with Elida Chavez, Chair of Friends of the Oak Park Library, whose years of advocacy and dedication helped keep this project moving forward.

 

Our neighborhoods deserve modern community spaces where people can learn, connect, and grow together. This is a real investment in Oak Park and in the future of District 4.

 

NEW RECYCLE BIN ROLLOUT CONTINUES

The City of San Diego continues rolling out the new light blue recycling bins to eligible households across the city. Deliveries are expected to continue through early fall, depending on your collection route and pickup schedule.

 

The updated bins are designed to improve service reliability and support the City’s ongoing efforts to increase recycling participation and keep neighborhoods clean. The bins are more durable, easier to identify, and include scannable service tags to help streamline collection operations.

 

Residents whose old bins are not automatically picked up can request collection through the Get It Done app or online. For additional information and rollout updates, visit sandiego.gov/trash.

TRANSPORTATION JUSTICE EXPO

On April 11, it was good to be at the Transportation Justice Expo at Market Creek Plaza with community members, advocates, organizations, and residents focused on improving access and opportunity across our communities. Transportation directly impacts how people get to work, school, healthcare, and other everyday necessities, especially for working families and residents who rely on transit throughout our neighborhoods. I appreciate all of the sponsors, partners, and the Urban Collaborative Project for their efforts in bringing this event together and creating space for important conversations around equity, accessibility, and community investment. Thank you as well to everyone who came out, participated, and helped make the event such a success.

 

HOOP HYSTERIA

On April 12, I attended the San Diego College of Continuing Education Foundation’s 1st Annual Hoop Hysteria Celebrity Basketball Fundraiser at the Jackie Robinson YMCA. From the resource fair and youth activities to the basketball game on the court, the event brought students, families, and community members together for a day centered on opportunity, connection, and giving back. Thank you to the San Diego College of Continuing Education Foundation for putting together such a strong inaugural event, and thank you to everyone who came out to support students and help make the day a success for our community.

 

LINKS ACHIEVERS AFFAIR OF HONOR AND PROCLAMATION

On April 19, I was honored to serve as one of the Co-Masters of Ceremony for the 40th Annual Links Achievers Affair of Honor hosted by the San Diego Chapter of The Links, Incorporated. It was inspiring to celebrate and recognize a remarkable group of young Black men who continue to lead with excellence, character, and purpose both in the classroom and throughout our communities. A few days earlier, I was also proud to present a proclamation at City Council recognizing 40 years of the Achievers program and its lasting impact on young men and families across San Diego. This program holds a special place in my heart as a 1989 Achiever, and now seeing my son carry that legacy forward as part of the Class of 2022 makes this milestone even more meaningful. Congratulations to all of this year’s Achievers, and thank you to the San Diego Chapter of The Links, Incorporated for four decades of mentorship, leadership, and investment in our future.

 

LAO NEW YEAR FESTIVAL

On April 18, I was honored to attend the Lao New Year Festival Opening Ceremony hosted by Wat Lao Buddharam San Diego. It was great to join community members, faith leaders, and families for a day celebrating Lao culture, tradition, and community. From the traditional ceremonies and blessings to the cultural performances, music, and dancing throughout the day, the event brought people together in a meaningful way and reflected the strong cultural pride that continues to strengthen our communities across San Diego. Thank you as always for the warm welcome and to everyone who helped organize such a special celebration for the community. Wishing everyone a joyful and prosperous New Year.

 

ARBOR DAY AT GOMPERS PARK

On April 24, I joined community members, volunteers, and City staff at Gompers Park for an Arbor Day tree-planting event marking the final planting in the City’s Ready, Set, Grow San Diego project. Through Trees for Communities and Ready, Set, Grow San Diego, District 4 has now planted 2,284 new trees, including 68 planted during this event throughout the park and the surrounding neighborhood. These trees will help provide more shade, improve air quality, and create more comfortable outdoor spaces for families and residents to enjoy for years to come. This is what investing in our neighborhoods looks like. Thank you to the Ready, Set, Grow San Diego team, Urban Forestry, Transportation, Parks and Recreation, San Diego FC, our volunteers, and everyone who helped make the day such a success.

 

BAY TERRACE CLEANUP AND MULCH PARTY

On April 25, it was good to be out with residents and volunteers for the Bay Terrace Cleanup and Mulch Party focused on improving and beautifying the neighborhood. Together, community members helped complete mulching efforts along Alta View Drive and throughout the surrounding area to help protect young trees and improve shared community spaces for residents and families. These kinds of efforts may seem small to some, but they make a real difference in the look, feel, and quality of life of our neighborhoods. Thank you to everyone who came out, put in the work, and continued showing pride in our community and commitment to keeping District 4 clean, safe, and beautiful.

AMIR ALLIANCE FOR SUCCESS

This month, we are proud to highlight AMIR Alliance For Success and founder Dalesean “Walk Away, No Drama Today” Lynch for their continued work promoting peace, positivity, and leadership throughout our communities.

Founded right here in Southeastern San Diego, the organization is focused on inspiring positive lifestyle changes and creating opportunities for children, youth, and families through mentorship, outreach, and community engagement.

The “Walk Away, No Drama Today” movement has grown into a powerful message centered on conflict resolution, accountability, and making better choices. Through toy drives during the holidays, sponsoring underprivileged students for prom and school activities, youth outreach, school supply drives, mentorship efforts, and other community programs, AMIR Alliance For Success continues to create meaningful impact across San Diego and help young people see a different path forward.

Organizations like this play an important role in strengthening our neighborhoods and investing in the next generation of leaders. Thank you to Dalesean Lynch and everyone involved with AMIR Alliance For Success for the work you continue to do for our community.
