A MESSAGE FROM COUNCILMEMBER FOSTER

As we enter the holiday season, I hope this month brings you moments of rest, connection, and community. This time of year gives us a chance to reflect on the traditions we honor, the celebrations we share, and the ways we show up for one another.

 

Every November, we also recognize Native American Heritage Month and pay respect to the Kumeyaay people who cared for this region long before it became the city we know today. This month is also when many in our community celebrate Día de los Muertos and take time to remember loved ones who have passed. And of course, we pause to honor our veterans for their service and sacrifice, and later this month many families will gather for Thanksgiving.

 

During this season, I encourage you to check in on our seniors, unhoused neighbors, and community members who may be facing challenges. Small acts of kindness strengthen our neighborhoods and remind people that they are not alone.

 

A big shout out to the many organizations in our community working hard to serve others. Throughout November, there will be turkey and grocery giveaways across District 4. Please take a look at the events calendar in this newsletter to find one near you or share with someone who could use the support.

 

You will also find updates on items recently heard at City Council, including the adjustments made to water and wastewater rates and initial work on eliminating junk fees that burden working families. These issues directly impact the cost of living in our communities, and I remain committed to advocating for transparency, accountability, and relief for residents.

WATER  AND WASTEWATER RATES ADJUSTMENT

On October 28, 2025, the City Council approved adjustments to water and wastewater rates that will take effect on January 1, 2026. Water rates will increase by 14.7 percent and wastewater rates by 6 percent. These changes were brought forward to match the rising cost of providing these services.

 

I voted NO on this item. I understand the financial pressures on our water system, but I could not support increases of this size when so many families in District 4 are already struggling with the cost of living. Before asking residents to pay more, we need stronger cost controls, clearer long term planning, and greater accountability from our regional partners.

 

Most of the cost increase comes from the higher price of purchasing water from the San Diego County Water Authority, along with ongoing needs for system maintenance, treatment, and infrastructure. How much your bill changes will depend on your account type, meter size, and water use. All customers were notified of the proposed adjustments through the Proposition 218 process.

 

While the rate decision has been finalized, I will continue to stand up for District 4 families as we look ahead. That means pushing back on unnecessary increases, demanding transparency in future cost proposals, and working to keep essential services reliable without placing additional hardship on our communities. You deserve a system that is both dependable and affordable, and I will keep fighting for that balance.

 

JUNK FEES

Last month, I joined the proposal introduced at the Cost of Living Select Committee intended to address the hidden and excessive rental add-on charges many families know as “junk fees.” These are the extra costs that appear on top of tenants base monthly rent and make housing even more difficult to afford. When this effort was brought forward, I knew it was important for District 4 to be at the table as  too many of our residents are already doing everything they can to manage the rising cost of living.

 

The proposal would place limits on add-on fees and eliminate extra charges for basic services like pest control and trash collection. It would also aim to end monthly pet fees, while still allowing landlords to collect a moderate pet security deposit. Just as important, landlords would be required to clearly disclose all fees up front when a unit is listed and in the lease, so renters know exactly what they are agreeing to before signing.

 

I support this work because families in District 4 deserve fairness and transparency. No one should be surprised by fees that make it harder to stay housed or plan their monthly budgets. Clear, consistent rules help renters stay stable and help responsible landlords operate with transparency and trust.

PATHWAYS TO PUBLIC LEADERSHIP EVENT

I had the honor of joining the Alpha Kappa Alpha Sorority Epsilon Xi Omega Chapter and the Alpha Phi Alpha Fraternity Zeta Sigma Lambda Chapter for their Pathways to Public Leadership event at the Southeastern Live Well Center. It was a meaningful opportunity to share my journey and speak directly with emerging leaders from our community. The conversations were thoughtful, inspiring, and grounded in a real commitment to service. I am grateful to both organizations for creating a space that encourages people to step into civic leadership. Our community is stronger when we invest in the next generation of changemakers.

 

WOMEN IN SPORTS PANEL AND NETWORKING

Last month, I joined the Women in Sports Networking Event to learn from the athletes, coaches, and leaders who are shaping the future of women’s sports in San Diego. Hearing their stories and the challenges they continue to navigate was inspiring and grounding. The passion and commitment they bring to their work shows how powerful women’s sports are for our city. As a father who has seen how sports build confidence and character, this conversation meant a great deal to me. I am grateful to the women who are leading the way and opening doors for the next generation.

 

CHICANO FEDERATION HISPANIC HERITAGE

In October, I had the opportunity to be part of the Chicano Federation’s Raíces celebration in honor of Chicano Heritage Month. The event brought together families, partners, and community leaders to celebrate culture, unity, and the strength of community. Congratulations to the Chicano Federation for hosting another meaningful gathering that uplifts and supports so many across San Diego. I appreciate the work they continue to do to empower families and build a stronger, more connected community.

 

ENCANTO SKATE PLAZA RECEIVES GRANT

Last month, we marked an important milestone toward bringing the Encanto Skate Plaza to life at Encanto Park. San Diego Parks Foundation announced a generous $100,000 grant that helps move this long-requested community project closer to reality. This investment, along with from Airbnb and the San Diego Foundation, reflects a shared commitment to creating safe and creative spaces for our young people. The skate plaza will give our youth a place to connect, express themselves, and take pride in their neighborhood. I am grateful to all our partners for helping advance a project that truly belongs to the Encanto community.

THE MENTAL BAR

This month, I want to shine a light on The Mental Bar, a family owned coffee and tea house located in the heart of the Black Arts and Culture Districtt. Tommy and Daneyel Walker created this space with a vision for a healthier, more connected Encanto Village. They saw a need for a place where neighbors could gather, reflect, and take care of themselves, and they set out to build a shop rooted in wellness, culture, and community. What they created has become a vibrant hub where people can slow down, enjoy some good coffees and teas, and feel at home.

 

The Mental Bar stands out because it offers much more than great drinks. It is a space where creativity is encouraged, where conversations spark new ideas, and where community is not just welcomed but intentionally nurtured. The Walkers have built their business around gratitude, quality, and care, and it shows in the environment they have created for everyone who walks through their doors.

 

I am grateful to The Mental Bar for continually opening their space to local gatherings, community conversations, and events. Their hospitality and commitment to bringing people together have made them a vital part of our community. Businesses like The Mental Bar reflect the heart of District 4 and help strengthen the sense of belonging we want for every resident.
