Why I’m Leading a Proposal to Bring Fair Rules to Cannabis Delivery in San Diego

Commerce and workers thrive when businesses play by the rules – and as Chair of the City Council’s Economic Development Committee, I try to make sure those rules are fair, balanced, and effective.

 

Following from that principle, when I heard from both industry and workers about the ‘Wild West’ of cannabis delivery, I got to work championing a proposal that would rein it in.

 

Here’s the deal: San Diego currently does not regulate cannabis delivery-only businesses. Many of these businesses operate from outside city limits – meaning they can easily avoid paying taxes and complying with worker and consumer protections. As a result, good actors that prioritize public safety and quality jobs are being punished for playing by the rules. 

 

My policy proposal aims to change that status quo. For one, we’re aiming to update the permitting process to create a delivery-only permitting pathway so that everyone competes on a level playing field. Additionally, we're building from successful state legislation championed by UFCW to increase civil enforcement against bad actors. 

 

To be clear, we're not expanding the cannabis market -- but rather holding the illicit businesses that make up more than half of the market accountable.

 

This item passed unanimously at Committee this Wednesday. I’m grateful for the support of my colleagues and look forward to bringing it to the full Council in early 2026.

Carefully Crafting San Diego’s Legislative Platform in a Time of Chaos

If you’ve turned on the news lately, you know how chaotic things feel in Washington. Between an unending government shutdown and endless headlines, it can feel incredibly overwhelming.

 

Here in San Diego, I’m working to make sure that mess doesn’t slow us down. This week, the Intergovernmental Relations Committee approved our updated 2025–2026 Legislative Platform — our roadmap for how we’ll advocate for San Diego’s priorities at the state and federal levels.

 

This plan helps us secure funding for the things that matter most: tackling homelessness and housing affordability, improving infrastructure and clean water systems, addressing climate change, and keeping our neighborhoods safe.

 

My team went line by line in our legislative platform and made amendments such as advocating for a change in state law so that no housing can be built in Mission Bay Park, Mission Trails, etc. Public amenities like these should be preserved for generations to come, not turned into housing.

 

At the end of the day, good governance isn’t about headlines — it’s about results. While a City's legislative platform may not be the first thing you read about in the paper, it's actually a quite important way that we advocate for legislation that benefits San Diegans -- because while we can only directly make laws here at the City, regulations and laws at all levels of government affect our residents in myriad ways.

 

I’ll keep focusing on the steady, everyday work that moves our city forward.

Regarding the stop signs at Jackson Dr. and Lake Badin Ave., my daughter was walking her dogs before 6:52 p.m. tonight when she saw a sports car run the stop sign and a police officer nabbed the driver.  Many people are accustomed to not having the stop sign; I wonder if putting speed bumps about three car lengths before the stop signs would make people more aware of their surroundings. – Sonia

 

Sonia, thank you for sharing your daughter's experience at Jackson Drive and Lake Badin Avenue. I’m glad to hear that one of our SDPD officers was right there to stop the driver who ran the new stop signs.

 

I know it takes time for drivers to adjust to new traffic controls, and I appreciate your suggestion about adding speed bumps to help raise awareness. I’ll be sure to share your feedback with our transportation and public safety teams as we continue working to make this intersection safer for everyone.

Honoring Peter Seidler’s Legacy

This week, the City joined the Padres in dedicating Peter Seidler Way outside Petco Park — a lasting tribute to a man whose compassion and generosity defined what it means to be a San Diegan.

 

Peter wasn’t just the Padres’ owner; he was a tireless advocate for our community, especially for our neighbors experiencing homelessness. His leadership showed that kindness and civic pride can go hand in hand, and his impact will live on well beyond the ballpark.

 

The new street sign, located at the intersection of Trevor Hoffman Way and Park Boulevard, is a fitting reminder that doing good for others is one of the greatest legacies any of us can leave.

  • Your Safe Place (DV support still available: 888-385-4657)
  • Street sweeping
  • Meters, street sweeping, and time limits not enforced — all other rules, including red, white, and blue zones, still apply

Normal Operating Schedule

  • Curbside trash, recyclables, and organic waste will be collected as normal for City-serviced customers
  • Mission Trails & Tecolote parks
  • Chollas Lake (weather permitting)
  • City golf courses (holiday rates apply)
  • Skate parks & dog parks
  • Police & Fire-Rescue services
  • Miramar Landfill & Recycling Center
