Dear Neighbor,

From my family to yours, Happy Holidays! I wish you and your loved ones a season of reflection, growth, and merriment.

I had a productive year representing you in the Virginia House of Delegates. I’m proud of my accomplishments including securing over $20 million to support kinship care families, expanding access to recovery programming for those battling addiction, and amending our budget language in order to protect Medicaid accessibility for reproductive healthcare.

Our work is far from done. The 2025 General Assembly session convenes on January 8, and as I prepare to head back to Richmond, I want to provide you with legislative updates and solicit your feedback via a survey!

Yours in service,

Katrina

Legislative Highlight: Proposed Constitutional Amendments

The Virginia General Assembly is taking the first steps towards three constitutional amendments: Reproductive Freedom, Voting Rights Restoration, and Marriage Equality. As my colleague Del. Price put it, “The right to love, vote, and bodily autonomy are fundamental to our democracy.”

Constitutional amendments in Virginia require approval from the General Assembly twice, with an election in between, then go directly to voters via referendum. They can not be vetoed. Stay informed by reviewing the proposed amendments and committee footage on Virginia's Legislative Information System (LIS).

Legislative Highlight: Proposed Budget Amendments

As a member of the House Finance Committee, I was recently provided with a fiscal outlook and the Governor's proposed amendments to the FY2024-2026 biennial budget. Virginia has every key indicator of fiscal health and our Commonwealth is growing and excelling. We remain one of a handful of states with a AAA bond rating and we were ranked the number one state to do business in July by CNBC.

We are predicted to have a hefty surplus in expected one-time funds (~$2.2 billion). It's clear that the budget will need to take center stage during the 2025 session as both Democrats and Republicans balance how to make the best use of the surplus. I look forward to working with my colleagues to ensure that we make the best use of these funds.
