Dear Inquirer,
With the implementation of the voter-approved Measure B and the adoption of a new Solid Waste Management Fee, the Environmental Services Department (ESD) is updating how the City provides trash collection. If you are eligible for City-provided trash service, you should have received a mailer with a unique code to create an account at sandiego.gov/trash. Here, you can select the size of your trash bins and enroll in service. The deadline to make your selections is September 30, 2025. Residents who do not make a selection by the deadline will automatically receive the largest size trash and recycling bins. If you are eligible but have not yet signed up, you should be receiving a reminder in the mail.
For properties that no longer qualify for City trash services, you must contract with a private hauler. Mailers were sent to these properties including instructions for starting services with a private hauler and a list of approved haulers. The five approved haulers are EDCO, Republic Services, Universal Waste Systems, Ware Disposal, and Waste Management.
As a reminder, under the new requirements for trash service, the City will continue to provide collection services for single-family homes and small residential complexes of up to four units. Residents living in mixed-use properties, complexes of more than four units, or in gated communities will now have their trash collected by private haulers.

Balboa Park Paid Parking User Fee and Parking Meter Zone
On September 15, the City Council approved a plan to implement paid parking in Balboa Park. This plan ensures that, while parking fees will now be implemented, City residents will be able to pay a discounted rate to visit the park, as well as preserving some free parking options for park employees and volunteers. ADA-accessible and handicapped parking continues to be free. Additionally, a metered parking zone for on-street parking was established on the streets surrounding the park.
Hospitality Minimum Wage Ordinance
On September 16, the City Council voted to raise the minimum wage for some hospitality workers to $25 an hour, phased in over the next five fiscal years, starting on July 1.
UCSD Health Transition Health Pilot Program
At the recent Public Safety Committee meeting, UC San Diego Health gave a presentation on the Transition Health Pilot Program, made possible through the City's Opioid Settlement Fund. As a Family Physician, I know how critical mental and behavioral health services are to saving lives, and this program has proven to be incredibly effective at helping people who have received treatment for behavioral health issues reintegrate back into their lives and out of treatment.

Coffee with a Cop in Ocean Beach
On September 18, San Diego Police Department's Western Division held a Coffee with a Cop event at Cafe Bella in Ocean Beach. These events are hosted by SDPD as a way to build a deeper connection between the community members and the officers who serve them. Thank you to all the officers who came out to meet with residents, and thank you to the residents who stopped by to connect with our officers!

Le Jaime Apartments Ribbon Cutting
Thank you to my staff member Manuel Reyes for representing our office at the ribbon cutting of the affordable Le Jaime Apartments in Clairemont! This project was named "Best Infill Project of the Year - For Rent" by the Building Industry Association of San Diego at their Icon Awards ceremony.

45th Annual Police and Emergency Services Appreciation Night
Each year, the Pacific Beach Town Council hosts their annual Police and Emergency Services Appreciation Night, otherwise known as "PAESAN." This wonderful event honors the first responders and public safety personnel who serve our city day in and day out. This year's PAESAN was dedicated to San Diego Lifeguard Services for all their incredible work keeping residents and visitors safe at our city's beaches. To help make their difficult jobs a little bit easier, this year our office secured funding for a new ATV for the Department to be based at the Ocean Beach Lifeguard Station. I want to thank all our police, fire, and lifeguard personnel for everything that they do to protect our residents!

Launching Safe Sidewalks Program in Clairemont Mesa
The Transportation Department will be launching the Safe Sidewalks Program in the Clairemont Mesa community to inform private property owners about their responsibility to fix sidewalk damages. California State Streets and Highways Code requires property owners to maintain the sidewalks in front of their property, even within the City right-of-way. However, in November 2023, the City Council approved a fee holiday that waives over $2100 in permitting fees to reduce the cost of repairs. The Transportation Department will proactively mail out notices of responsibility to property owners with known sidewalk damage informing them of this responsibility. Next Phase of Work for Pure Water SD - Night Work at Clairemont Mesa Blvd. and Genesee Ave.
Beginning September 2, crews started installing pipes through the intersection of Clairemont Mesa Blvd. and Genesee Ave. Every street where pipeline is installed will be fully repaved curb-to-curb and re-striped. To maintain the safety of the community during this phase of work, crews are expected to perform overnight work at the intersection from 9pm to 5am Sunday through Friday, for approximately four to six weeks. During working hours, the intersection will be closed to traffic and detours will be in place. During non-working hours, the intersection will be fully opened to traffic. This schedule is subject to change. For your safety, please follow all posted signage.

LGBTQA Jewish Coalition of San Diego County Organizing Meeting
I was honored to join the very first meeting of the LGBTQA Jewish Coalition of San Diego County. This coalition brings together members of the LGBTQ+ and Jewish communities, as well as other faith communities, to ensure that there is inclusion and integration between both communities and a safe, welcoming space for all people who share these identities. Coming together as a community is how we celebrate our identities, lift each other up, and continue the fight for equality and our civil rights.

Draft Citywide Public Engagement Guide is Available for Public Review
The Planning Department has released its Draft Inclusive Public Engagement Guide, which serves as a way to hear directly from residents what kind of public outreach and engagement they prefer, so that more perspectives can be included in the City's projects and decisions. Members of the public can view the draft plan by clicking the button below, and can share their feedback by emailing engagement@sandiego.gov by October 19. There will also be a virtual workshop held on Zoom on October 2 from 5pm - 6:30pm.

The City's updated Street Design Manual is now out for public review and comment. The Manual addresses the many aspects of modern streets that will serve the needs of all users, such as pedestrians, bicyclists, and transit riders.
