My thoughts on the 2026-27 budget address

Last week, Gov. Shapiro delivered his budget address, outlining a plan that strengthens education and makes everyday life more affordable, all without raising taxes.

 

The budget emphasizes the following priorities House Democrats have been pushing for:

  • Every student in every school gets a chance to succeed with hard work.
  • Every local business has the tools to compete and create jobs.
  • Working Pennsylvanians get money back in their pockets to help pay for the things they need, like affordable groceries and housing.
  • Making sure everyone can afford to see a doctor when they get sick.

Another essential aspect of the budget is preparing Pennsylvania for potential federal uncertainties. The plan creates a Federal Response Fund to help maintain critical services for Pennsylvanians in the event of reduced or delayed federal support.

 

While our discretionary budget accounts for roughly one-third of state spending, nearly 40 percent is funded through federal programs, making it crucial to be prepared in case those commitments are not fulfilled.

 

Over the next month, both House and Senate Appropriations Committees will conduct hearings with each state agency to review their portion of the Governor’s proposal.

 

I look forward to working with my colleagues over the next few months to deliver an on-time budget that continues to invest in Pennsylvania’s future. Let’s get to work!

 

Know your rights when it comes to ICE

The Shapiro administration put together a new list of resources for individuals and organizations/businesses to consider during immigration enforcement operations: Know Your Rights | Commonwealth of Pennsylvania.

 

While the extent of activity and response to ICE in Minneapolis has not reached Delco yet, I am sharing these resources because there is an active ICE presence here in our community. The Delaware County Times has reported that up to 300 people have been detained by ICE in Upper Darby alone and our Congresswoman, Mary Gay Scanlon, recently visited the Philadelphia Detention Center to find out more about the death of Parady La, an Upper Darby resident who died last month while being held in custody in Philadelphia.

 

La came to the United States from Cambodia with his family as a refugee when he was a toddler and he had permanent legal status.

There are other signs that ICE activity could be scaling up soon: the Delaware County Times reported recently that ICE bought a 527,000-square-foot warehouse in Berks County for $87.4 million.

 

No one should be in fear of their safety when they enter our district, and I stand committed to protecting the dignity and rights of ALL constituents in the 163rd district and beyond.

 

Upcoming office closure

In observance of President’s Day, my office will be closed on Monday, Feb. 16. We will reopen for our regularly scheduled hours on Tuesday, Feb. 17.

 

Applications open for home heating help

I wanted to remind everyone that applications for the Low-Income Home Energy Assistance Program are now available.

 

Through the program, you can apply for a cash grant to help pay your heating bill—from $200 to $1,000 based on your household size, income, and fuel type.

For LIHEAP assistance, please bring a recent bill from your main heating source and proof of income for each household member.

 

For Property Tax/Rent Rebate assistance, you must be 65 or older, a widow or widower 50 or older, or disabled and 18 or older. Please bring proof of eligibility and proof of 2025 income, 2025 paid property taxes or 2025 paid rent to complete the rebate.
