A MESSAGE FROM COUNCILMEMBER FOSTER
|
Dear Neighbors,
As summer officially begins, more of us are gathering with family, enjoying our parks, attending community events, and connecting with neighbors across District 4.
June gives us many moments to reflect and celebrate. This month, we recognize Children’s Day, Juneteenth, Father’s Day, Pride Month, and the start of summer. Each of these moments reminds us of the values that should guide our work every day: family, freedom, inclusion, respect, and community.
District 4 is strongest when our neighborhoods are safe, active, and rooted in respect for every resident. I encourage everyone to support local businesses, check on your neighbors, look out for our young people, and help keep our shared spaces welcoming this summer.
Juneteenth is especially important as we honor freedom, remember the long road toward justice, and celebrate the strength and resilience of Black communities. It is a reminder that our work continues, and that progress requires truth, investment, and commitment.
Together, we will continue building a stronger District 4.

FY2027 BUDGET PROCESS MOVES FORWARD
|
The City’s Fiscal Year 2027 budget process moved into its final stretch this month, with the budget in the hands of the City Council.
The Mayor’s May Revise restored some important funding for libraries, recreation centers, youth development, and homelessness services, especially in historically underinvested communities. That was a step in the right direction, but there was still more work to do.
My focus throughout this process has remained clear: protecting core neighborhood services, improving quality of life, keeping our communities safe, and fighting for the investments District 4 deserves. That includes library and recreation center hours, youth and family programs, arts and culture, community festivals, small business support, homelessness services, and stronger accountability systems.
The City also has a responsibility to pass a balanced and responsible budget. That means identifying efficiencies, asking hard questions, and making sure cuts do not fall hardest on the communities that rely most on public services.
This budget process included additional Budget Review Committee discussions and a Council budget vote in June. I will share a fuller update in next month’s newsletter on where the budget stands and what it means for District 4.
Thank you to every resident who showed up, spoke out, submitted public comment, and contacted our office throughout this process. Your voice helped shape the priorities we continued to fight for.

VOTING TO KEEP MTS TRANSIT AFFORDABLE
|
On April 16, I voted NO on the proposed MTS fare increase. On May 21, I also voted NO during the MTS budget discussion.
For me, both votes came down to the same concern: affordability. MTS is facing real budget challenges, and I understand the need to protect service. But before we ask riders to pay more, we have to be sure every other option has been fully explored.
For many residents across District 4, public transit is not a luxury. It is a necessity. Families, students, seniors, and working people rely on buses and trolleys every day to get to work, school, medical appointments, grocery stores, and other essential services.
Our communities deserve transit that is reliable, affordable, and accessible. I will continue pushing for solutions that protect riders, improve service, and keep public transportation working for the people who rely on it most.

SB 79: PLANNING WITH COMMUNITY IN MIND
|
On May 20, I voted YES to delay implementation of SB 79 in low-resource areas and other areas where the City is allowed to phase in the new state law.
SB 79 goes into effect July 1, 2026. This State law allows new housing developments near qualifying transit stops, and it is not optional for cities. However, the City does have some flexibility in how it is implemented.
For months, my office has pushed City staff to use that flexibility and delay implementation in low-resource communities. In District 4, we must have responsible planning that considers infrastructure, safety, access, and neighborhood impact.
I also toured District 4 with the City Planning Director to review how SB 79 would impact our neighborhoods and provide community concerns.
Based on current information, the qualifying stops in District 4 are expected to be the trolley stations along the Orange Line. Bus stops in District 4 are not expected to qualify at this time because the law generally requires dedicated bus lanes, which our district does not currently have.
My office will continue to monitor this process closely and push for implementation that is clear, responsible, and grounded in the needs of our community.

GRAY TRASH CONTAINERS REQUIRED STARTING JULY 1
|
Beginning July 1, 2026, the City will no longer collect trash from black containers as part of regular service. To make sure your trash is collected, you must use a City provided gray container on your scheduled pickup day.
I encourage residents to check their containers now to avoid service interruptions. If you own your home or manage a property and need a City-provided gray container, a different size, or an additional container, please use the Residential Waste Collection Services Portal or
call 858-694-7000. For additional information and rollout updates, visit sandiego.gov/trash.
If you rent, please contact your landlord, homeowner, or property manager as soon as possible if you need a gray container or have questions about your service. Only homeowners and property managers can request service changes.
If your old bin is not automatically picked up, you can request collection through the Get It Done app or online.

COMMUNITY CLEAN UP IN BROADWAY HEIGHTS
|
On May 9, it was great to see residents, volunteers, and community partners come together for the Broadway Heights cleanup. These neighborhood cleanups are an important reminder of what happens when community members show up, take pride in the place we call home, and work together to keep our neighborhoods clean and cared for. I appreciate everyone who gave their time and energy to make a difference, and thank you to the volunteers, partners, and Broadway Heights residents who came out and helped strengthen the community we all care about.

DISTRICT 4 BUDGET TOWN HALL WITH THE IBA
|
On May 11, District 4 residents joined us for a Budget Town Hall with the Independent Budget Analyst’s Office, who provided a presentation on the City’s budget and answered questions from constituents. Community input and understanding are critical, especially during a challenging budget season, and I appreciate everyone who took the time to show up and participate. Thank you to the Independent Budget Analyst’s Office for helping walk residents through the budget process, and to the San Diego Workforce Partnership Metro Career Center for providing the space to hold this important conversation.

BREAKING GROUND: A NEW CHAPTER FOR OAK PARK
|
On May 14, we broke ground on the new Oak Park Library, and it was a proud day for this community. This project has been years in the making, and it only happened because residents, advocates, and partners kept showing up and pushing for the investment Oak Park deserves. I am grateful to the Friends of Oak Park Library, our City staff, Mayor Todd Gloria, Secretary of State Dr. Shirley Weber, Congressman Juan Vargas, former Senate President Toni Atkins, Senator Akilah Weber Pierson, Supervisor Monica Montgomery Steppe, and everyone who helped bring this moment forward. Seeing students from Oak Park Elementary and Carver Elementary there reminded us exactly who this library is for. When it is complete, this will be a place for learning, resources, connection, and opportunity for generations of families. Oak Park, this moment belongs to you.

WILLIE HENDERSON SPORTS COMPLEX COURT DEDICATION
|
On May 17, the community came together to celebrate the dedication of the improved basketball courts at Willie Henderson Park. These improvements have been long overdue, and while there is still more work ahead, this was an important step forward for a park that means so much to the community. I appreciate Armon Harvey, the Harvey Family Foundation, the San Diego Parks Foundation, and everyone who helped improve and revitalize this space. A special thank you to artist and Oak Park resident Isabel Garcia for helping bring new life and creativity to the courts through her artwork. I also want to recognize the San Diego FC for including Willie Henderson Park in its Parks & Pitches program and investing in our youth, families, and community. I am excited to see young people and families enjoy these courts for years to come.

HONORING PASTOR SPEARS FOR HER 90TH BIRTHDAY
|
CELEBRATING A VOICE THAT UPLIFTS SAN DIEGO
|
On May 17, it was an honor to celebrate Carmelia “Toot” Bell and proclaim Carmelia “Toot” Bell Day in District 4. For more than 50 years, Toot has called District 4 home and has used her voice, faith, and heart for service to uplift people across San Diego. Through music, ministry, mentorship, and community service, she has inspired generations and poured into countless singers, musicians, young artists, churches, families, and community organizations. I was grateful to join her celebration and recognize a woman whose humility, talent, and love for community have touched so many lives. Thank you, Toot, for sharing your gifts and continuing to be a blessing to District 4 and the City of San Diego.

Get It Done Turns 10
May 20, 2026, marked the 10-year anniversary of Get It Done. Since launching in 2016, the app has received more than 3.5 million reports, reached 270,000 downloads, and serves 30,000 monthly active users. To learn more or download the app, visit sandiego.gov/get-it-done.
New Get It Done App Coming Soon
A rebuilt Get It Done app for iOS and Android will launch in the coming weeks with a new look, improved accessibility, and a more streamlined reporting process. This is the first major app update since 2021 and comes at no additional cost to the City through an existing contract. The rollout will take place between June and July.
New After Photos for Encampment Reports
The City is testing a new feature that embeds City-provided “after photos” directly in closure emails for encampment reports where an abatement was performed. This will make it easier for residents to see what was done to address their report.
Open Data Portal Anniversary
This year also marks 10 years of the City’s Open Data Portal, which supports transparency and access to City information. By building the platform in-house, the City has saved an estimated $3 million to $4 million over the past decade. A refreshed portal is expected to launch this month.
New Public Utilities Service Request Form
Performance & Analytics recently worked with the Public Utilities Department to launch a modern Service Request Form for water billing and meter-related customer service issues, including bill copies, billing questions, meter location assistance, and meter-related concerns.
