Prioritizing affordability for all Pennsylvanians
|
In Harrisburg, I’m fighting to lower your bills, improve transparency, and put people ahead of profits. I’ve introduced three bills in the House that prioritize affordability and consumer protection:
- House Bill 1924 would strengthen Pennsylvania’s oversight of electrical load forecasting, ensuring system planning is transparent, accurate, and protects ratepayers.
- House Bill 1942 targets surveillance pricing, which is a more malicious, less transparent form of dynamic pricing where companies use demographic characteristics such as age, race, gender, or geographic location to determine costs. All Pennsylvanians deserve a fair, transparent market, which is why I introduced this bill to prohibit such a deceptive pricing tactic.
- Pennsylvanians are seeing their water and sewer bills go through the roof, and it’s no accident. A 2016 law called Act 12 has allowed state municipal water and sewer systems to be sold to private, investor-owned (for-profit) companies under a “fair market value” system. Unfortunately, Act 12 has enabled these companies to purchase local systems at artificially inflated prices and then recoup their costs, plus profit, by dramatically raising rates on consumers. House Bill 1964 would pause the sale of future systems through a repeal of Act 12 and a year-long study to determine a long-term replacement.

Property Tax/Rent Rebate Program
|
The 2025 Property Tax/Rent Rebate application filing period is open!
The program benefits eligible Pennsylvanians 65 or older, widows and widowers 50 or older, and people with disabilities 18 or older, by giving them an income-based rebate. You may be eligible for up to $1,000 back in your pocket.

New tax credit for workers who need it most
|
With tax season officially underway, I encourage eligible workers to take advantage of new state tax credits championed by Gov. Shapiro and House Democrats that deliver meaningful tax relief to those who need it most.
Eligible taxpayers can now claim the Working Pennsylvanians Tax Credit (WPTC), created in the 2025-26 budget which I supported last year. Modeled after the federal Earned Income Tax Credit (EITC), the WPTC can provide up to $805 in tax relief.
The credit is expected to deliver $193 million in tax savings to approximately 940,000 Pennsylvanians this year.
Anyone who qualifies for the federal EITC automatically qualifies for the state credit, helping to put more money back into the pockets of working Pennsylvanians.
