A MESSAGE FROM COUNCILMEMBER FOSTER

Dear Neighbors,
This month of March my office is looking forward to another month of connecting with the community and continuing the work of strengthening District 4.
Last month, we had the opportunity to celebrate Black History Month across our district and throughout the city. As part of that celebration, our office highlighted Historically Black Colleges and Universities (HBCUs) through a social media series recognizing the important role these institutions have played in advancing education, leadership, and opportunity for generations of Black students. If you missed the series, I encourage you to scroll back through our social media pages to learn more.
This month, we proudly celebrate Women’s History Month, honoring the women who have led, mentored, organized, and uplifted our communities. From mothers and educators to entrepreneurs and community advocates, women across District 4 continue to make a lasting impact in our neighborhoods every day.
March will also bring new opportunities to engage with our office through community events, neighborhood initiatives, and continued work at City Hall. I encourage you to take a look through this newsletter to learn more about what’s ahead and how you can stay involved.

INFRASTRUCTURE INVESTMENT AND COMMUNITY PROTECTIONS
|
At our February 2 City Council meeting, we took action on several important items that impact our communities.
First, the Council approved funding for the Streamview Drive Green Infrastructure Project, which will help address long standing environmental and infrastructure issues in the area. Many residents may remember the concerns raised about illegal dumping along this street last year. Securing these grant funds helps move this project forward and brings us one step closer to delivering improvements that the neighborhood deserves.
During that same meeting, the Council also adopted a resolution opposing unnecessarily aggressive federal immigration enforcement tactics and supporting efforts to curb these practices. San Diego is a city built by immigrant families, and it is important that we continue to stand up for the dignity, safety, and rights of all members of our community.

CITY BUDGET FY 2027 COMMUNITY INPUT
|
On February 23, the City Council approved mid year budget adjustments based on the Fiscal Year 2026 Budget Monitoring Report. As many residents have heard, the City is currently facing a projected 120 million dollar deficit, which means this will be a challenging budget year ahead.
Budget decisions directly impact the services and infrastructure our communities rely on, which is why staying informed and engaged in the process is so important. Earlier this month, the City Council held a public meeting to review the FY 2027 to 2031 Five Year Capital Infrastructure Planning Outlook and a related report from the Office of the Independent Budget Analyst.
There are additional evening budget meetings scheduled this spring where residents will have opportunities to learn more and share their perspectives:
May 4 at 6 p.m. May 18 at 6 p.m.
I encourage District 4 residents to stay engaged, attend these meetings if possible, and continue following the budget process as it moves forward.

HAVE YOUR SAY: MAYOR'S BUDGET SURVEY
|
As the City continues planning for the upcoming fiscal year, we are facing a challenging budget cycle with an estimated $120 million deficit. That means difficult decisions will need to be made about how we allocate limited resources while continuing to provide the services our communities rely on.
To help inform the development of the City’s proposed budget, the Mayor’s Office is asking residents to participate in the Mayor’s Budget Survey.
The survey gives community members an opportunity to share what programs, services, and investments matter most to them, while also providing space for residents to offer ideas for potential reductions as the city works to close the budget gap. Feedback from residents helps the Mayor better understand community priorities as the proposed budget is developed.
I encourage residents across District 4 to take a few minutes to complete the survey and make sure your voice is part of this important conversation. Then share it with your families and neighbors.

BLACK HISTORY MONTH PROCLAMATION
|
On February 10, the City Council proudly proclaimed February as Black History Month in the City of San Diego, marking 100 years of celebrating Black history in the United States. This recognition gave us an opportunity to reflect on the history, resilience, and lasting contributions of Black communities that continue to shape our city and strengthen our neighborhoods. Black history is San Diego history, and it was important to take time to recognize the leaders, educators, advocates, and families whose work continues to inspire future generations. I was grateful to stand alongside colleagues and community members at City Hall to honor this milestone and celebrate the impact Black communities continue to have across District 4 and throughout our city.

TAMYKA N. REID CROCKETT BUST REVEAL
|
On February 12, I attended the Tamyka N. Reid Crockett bust reveal, recognizing a leader whose dedication to education and community left a lasting impact. Ms. Crockett devoted her life to uplifting young people and helping create opportunities for students to succeed. Moments like this remind us how important it is to honor the individuals who helped shape our communities and invest in future generations. I was grateful to join educators, students, and community members in celebrating her legacy and ensuring her contributions will continue to inspire for years to come.

DAYGO EATZ: CELEBRATING CULTURE AND COMMUNITY
|
On February 15, I had the opportunity to spend the day at Daygo Eatz, celebrating food, culture, and community during Black History Month. I want to give a special thank you to Black San Diego for bringing people together and creating a space where residents could gather, connect, and celebrate the richness of Black culture right in our district. I was proud to spend the day there with my people, my community, enjoying great food, supporting local vendors, and taking in the energy of neighbors coming together. Events like this remind us how powerful it is when community shows up for one another and celebrates the culture that makes us so special.

KEEPING DISTRICT 4 CLEAN: WILLIE HENDERSON PARK
|
On February 28, I joined residents and volunteers for a cleanup at Willie Henderson Park, where neighbors came out to help care for a park that means a great deal to families in the area. It was great to see people roll up their sleeves and work together to improve a place where kids play, families gather, and community events take place. I want to give a special thank you to the Harvey Family Foundation, San Diego Parks and Recreation, and San Diego FC for their partnership and support in helping make this effort possible. Their commitment, along with the residents who showed up to help, reflects the pride people have in this neighborhood and the shared responsibility we all have to care for the places that bring us together.

BLACK INFANT HEALTH PROGRAM
|
This month, I want to highlight an important resource serving families right here in District 4 the Black Infant Health (BIH) Program.
Black Infant Health works to improve the health of Black mothers and babies while addressing the disparities that continue to impact our communities. Through culturally affirming support and a strong network of care, the program helps women build resilience, reduce stress, and access the resources they need for healthy pregnancies.
The program serves pregnant Black women ages 16 and older and offers a range of no cost services designed to support both mothers and babies. Participants can take part in 10 week prenatal and postpartum group sessions, receive individualized support plans, and get connected to health, social, and community resources. The program also provides supportive services such as healthy meals and transportation assistance during sessions.
Programs like Black Infant Health are critical because they help ensure mothers feel supported and babies are given the healthiest possible start in life.
