Dear Neighbors,

As Election Day approaches, Shiloh Baptist is committed to helping members of our community exercise their right to vote. To support voter participation and help ensure that transportation is not a barrier, Shiloh Baptist is offering rides to the ballot box for those who need assistance.

Don’t miss your opportunity to participate in shaping the future of our community and country. Whether you are a first-time voter or a longtime participant in the democratic process, your voice matters! We encourage everyone who is eligible to vote to plan, get informed, and take part in the upcoming election.

Registration is required to reserve a ride, so please be sure to sign up in advance by calling Shiloh Baptist Church at (717) 854-2547.

Friendly Reminder: The General Election is quickly approaching. Don't let your voice go unheard this November 3rd. If you don’t already have a plan to vote, visit here: www.vote.pa.gov. More information is below.

Around The District

October is Domestic Violence Awareness Month, and advocates remind people that abuse doesn't always leave visible injuries. YWCA York's ACCESS York and Victim Assistance Center held a Human Purple Ribbon Event at Smalls Field on Thursday.

Community members wore purple and joined together to form a ribbon, showing support for survivors and raising awareness about domestic violence. Organizers hope the event reminds survivors they are not alone and encourages the community to speak out against domestic violence.

This week, my team was pleased to join Asbury United Methodist Church, alongside community partners such as Children’s Aid Society and LifePath, to connect individuals experiencing homelessness in our district with valuable state resources and support services.

This collaborative effort provided an opportunity to share information, increase awareness of available programs, and help address the unique needs of vulnerable members of our community. We extend our sincere thanks to Asbury United Methodist Church and all participating community partners for their collaboration and continued commitment to supporting individuals experiencing homelessness in our district!

Congratulations to those recently honored at the Voters Hall of Fame in recognition of the 50th anniversary of exercising your right to vote.

This milestone celebrates five decades of civic participation and the importance of making your voice heard in our democracy. Thank you for your continued commitment to our community; your dedication to this fundamental right is truly worth celebrating!

I was pleased to attend the groundbreaking ceremony last Friday morning for York Habitat for Humanity’s newest home at 636 E. Philadelphia Street!

This project marks York Habitat’s 151st home in York County and its 105th in the City of York. Congratulations to York Habitat for Humanity on this milestone and for continuing to make a lasting difference for families and communities throughout York County!

Around the Capitol

As Representatives Mary Jo Daley and Eddie Day Pashinski prepare for retirement, I want to take a moment to wish them well and thank them for their years of service to the Commonwealth of Pennsylvania.

Since I first took office, it’s been an honor to serve alongside them and work together on behalf of our communities. I’m grateful for the time we’ve shared in the General Assembly and the work they have done for the people they represent. Thank you both, truly!

On Tuesday, the House of Representatives voted to pass a bipartisan resolution recognizing October 20, 2026, as “Domestic Violence Awareness Day” in Pennsylvania, honoring the 50th anniversary of the Pennsylvania Coalition Against Domestic Violence.

As legislators, we have a responsibility to recognize the contributions of organizations like the PCADV and honor their vital role in protecting victims and survivors within the Commonwealth. I am proud to stand with my colleagues across the aisle to do just that.

I urge anyone in need of assistance to contact the Pennsylvania Coalition Against Domestic Violence or a local domestic violence service provider for support.

Additionally, I am honored to announce that we will be installing a tactile braille American flag in the East Wing as a meaningful tribute to the brave men and women who have served our country.

We remain humbled and grateful for the opportunity to recognize, honor, and accommodate our Veterans, whose service and sacrifices deserve our deepest respect and appreciation.

It’s always exciting to meet with visitors at the Capitol! I had the pleasure of meeting with representatives from Millersville University’s Student Government Association to discuss issues affecting Pennsylvania’s State System of Higher Education (PASSHE) schools from a student’s perspective.

Hearing directly from students about their experiences, concerns, and priorities is invaluable. Thank you for taking the time to visit the Capitol and share your perspectives!

I had the opportunity to speak before the Senate State Government Committee in support of House Bill 2187, my bill to maintain state access to federal tax information. I’m pleased to share that the bill passed out of committee and was subsequently approved on the Senate floor by unanimous consent! House Bill 2187 now heads to the Governor’s desk for his signature, bringing it one step closer to becoming law.

Here are some bills that passed out of the House!
They now move to the state Senate for further consideration.

HB 2771 – Regulating Automated License Plate Readers: As technology has continued to advance, automated license plate readers, commonly referred to as FLOCK cameras, have become a popular tool utilized by law enforcement agencies, government agencies, and other private organizations. This technology can automatically read a license plate and check it against any public databases for owner information and legal violations.

Although a useful for law enforcement agencies, the use of these readers is currently unregulated, which presents significant privacy concerns for our motorists. Pennsylvanians deserve the peace of mind that comes with knowing that their private information is actually being kept private.

On Monday, the House passed HB 2771, which would limit how government agencies can use these readers, restrict how any collected data can be used, and require that any collected data be destroyed in a timely manner. Additionally, this bill will prohibit the use of these readers for surveillance and will ensure that any collected data cannot be shared for unlawful purposes.

I fully understand the importance of giving our law enforcement the tools they need while also protecting the privacy and constitutional rights of our citizens. We must strike a balance between public safety and individual privacy by establishing clear guidelines and safeguards to ensure these tools are used responsibly and transparently. I believe that this bill does just that.

HB 349 – State Police Officers Retirement Credit: This legislation would allow State Police officers to purchase up to five years of retirement credit for prior service as a municipal police officer in the Commonwealth.

Officers could “buy back” prior municipal police service and have that service credited toward their retirement benefits.

Under current law, members of the State Employees’ Retirement System are authorized to purchase retirement credit for the following types of non-state service:

  • Intervening military service, if the member returned to state service before January 1, 2012;
  • Certain other types of military service;
  • Certain out-of-state educational service;
  • Previous service with a governmental agency other than the Commonwealth resulting in termination due to the transfer of the agency to the Commonwealth;
  • Temporary Federal employee assigned to an air quality control complement for the Pennsylvania Department of Environmental Resources between 1970-1975 (with restrictions);
  • Cadet Nurse Corps service;
  • Community College service performed prior to 1971; and
  • Justice of the peace service rendered prior to 1970.

HB 2023 - Prohibiting Evictions During Times of Extreme Weather: This legislation would require a judge to halt the execution of an eviction order on a day-to-day basis during times of extreme weather for individuals enrolled in federal assistance programs.

Evicting a tenant during times of extreme weather places them in immense danger, however there is nothing in state law to stop an eviction from proceeding during a blizzard, a hurricane, or other extreme weather events.

While landlords have a prerogative to evict their tenants for nonpayment of rent, there should be considerations for extreme weather conditions.

This legislation addresses this oversight and helps protect our most vulnerable neighbors.

HB 2826 - Cancer Screenings for Firefighters: This bill would create a statewide program to ensure firefighters can receive cancer screening examinations once every three years at no cost. The program applies to all firefighters—career and volunteer alike—so that access to lifesaving preventive care does not depend on employment status or department size.

By focusing on prevention and early detection, this legislation will save lives, reduce long-term healthcare costs, and demonstrate the Commonwealth’s commitment to protecting those who protect our communities.

Notice of Upcoming Medicaid Changes

Changes to Medicaid, also known as Medical Assistance in Pennsylvania, are coming on January 1, 2027, because of changes to federal law. More information is expected to be released, but here is what you need to know for now:

  • Some adults will need to renew their Medicaid Plan every six months instead of annually.
  • A new requirement means some adults enrolled in Medicaid will need to participate in work, school, job training, volunteering, or other community activities.

If you receive Medicaid, now is a good time to make sure your mailing address and contact information are up to date with DHS so you don’t miss important notices about these changes.
