I’d like to take a moment and congratulate the winners of the 2026 Downtown First Award Winners!

Thank you for making Downtown York the best place to gather, grow, and thrive!

 

This Friday, we congratulated to the newest batch of Cooking-Up Connection Chef Graduates! Wishing all of the graduates continued success as they begin this exciting new chapter. May your passion, talent, and hard work take you to great heights!

 

In addition, I want to extend special congratulations to Liz Morales on her 4th graduation! This incredible milestone represents not only her dedication and hard work, but also the beginning of a new journey for her and her talented students.

 

Along with college leaders, elected officials, and community partners, I had the pleasure of attending the York College ribbon-cutting for its newest expansion.

 

The expansion adds 204 beds to campus housing, featuring study lounges, a communal kitchen, climate control, and more.

 

To all the graduates of the York County Wellness Court, I am proud to celebrate with you and your achievement, hard work, and dedication. Best wishes on your new beginning.

 

Program and Grant Reminder

Applications are NOW OPEN for 2026-2027 Youth Leadership Advisory Board Program!

 

Do you know a high school student who wants to make a difference, build leadership skills, explore future careers, and create positive change in their community? If so, we invite them to apply today!

Application Deadline: October 15, 2026
Program Begins: November 1, 2026


The Youth Leadership Advisory Board is a FREE leadership and service-learning program for high school students in grades 9-12 (ages 15-18) with an online curriculum called F.A.C.E.S - Focused Action and Change through Education and Service. Through mentorship, hands-on learning, and meaningful community engagement, students develop the confidence, leadership skills, and real-world experience needed to become changemakers in their schools and communities.

 

As a YLAB participant, students will:

 *   Develop leadership, communication, and career readiness skills
 *   Receive teen Mental Health First Aid (tMHFA) training and certification
 *   Be matched with a caring Task Force Mentor for one-on-one support
 *   Design and lead a youth-driven service-learning project that addresses a community need
 *   Earn volunteer and community service hours

 *   Connect with students, professionals, and community leaders across Pennsylvania
 *   Explore careers through networking and hands-on experiences
 *   Build civic engagement and advocacy skills while learning how to use their voice to create change
 *   Attend the NEPA Youth-Led Leadership Conference in April 2027
 *   Join a growing network of young leaders making a lasting impact in their communities

 

Whether a student is already a leader or simply wants to discover their potential, YLAB provides the support, encouragement, and opportunities to help them grow, connect, and thrive.

 

The PA Racehorse Development and Gaming Act (Act 2004-71), provides for distribution of gaming revenues to support Statewide projects in the public interest within the Commonwealth of Pennsylvania. The funding is deployed via the Local Share Account (LSA) Statewide for projects in public interest within York County.

 

Nonprofit organizations are eligible for the LSA programs but must apply through an eligible Applicant including municipalities or an economic development entity such as the York County Economic Alliance (YCEA). Projects funded with LSA grants must be owned and maintained by a nonprofit organization.

 
 

If you applied for a rebate through the Property Tax/Rent Rebate program and included your phone number on your application, you will receive an automated call from the Pennsylvania Department of Revenue to let you know your rebate has been approved for payment. These calls are designed to keep applicants updated about their rebate status.

 

Remember that rebate distribution started on July 1, 2026, and Rebates typically take at least 6-8 weeks from submission to distribution.

Commonwealth Financing Authority: Local Share Account: Category 4 Facilities Program (Berks, Cumberland, Westmoreland, and York Counties)

 

Who May Apply: Municipalities, counties, redevelopment authorities, or economic development agencies in a county hosting a Category 4 licensed gaming facility.

 

Use: Projects in the public interest.


Funds:
Funded by gaming revenues from Category 4 licensed facilities.

Commission on Crime and Delinquency: Nonprofit Security Grant Funds

Who May Apply: Nonprofit organization based in Pennsylvania that serves primarily individuals, groups, or institutions that are included within a bias motivation category for single hate crime incidents identified by the Federal Bureau of Investigation.

 

Use: Security enhancements designed to protect the safety and security of the users of a facility including but not limited to safety and security planning, purchase of safety and security equipment, safety and security training, purchase of security-related technology, and specialty-trained canines, among other projects
Funds: $10 million is available for projects.

Commission on Crime and Delinquency: 2026 First Chance Trust Fund

Who May Apply: Eligibility for these funds is open to any school district identified as having statistically higher high school dropout and incarceration rates based on data from the PA Department of Education and the PA Department of Corrections. Please refer to Appendix A for a full listing of eligible school districts.

 

Use: Direct financial support to eligible students via scholarship, administrative support directly related to the administration of student scholarships and connecting at-risk youth with community-based organizations, or community-based organization (CBO) direct programming support.

Funds: A total of $3.3 million in state funding is being made available to support this initiative. PCCD anticipates awarding up to $150,000 per grantee for an initial two-year project period.

PA Fresh Food Financing Initiative - Applications Due September 15th

 

A statewide public-private financing program administered by The Food Trust, PA FFI provides grants and technical assistance to nonprofit, for-profit, and cooperative food businesses that help increase access to healthy, affordable food and improve economic opportunities for low- to moderate-income residents of urban, suburban, and rural areas of PA. Grant awards will range from $5,000 to $200,000.

SUN Bucks is a federal program that provides eligible children’s families with a SNAP-like benefit to purchase food for the summer months when school is not in session.

 

Most eligible children will automatically receive the benefit and do not need to apply, including those who already receive free and reduced-price school meals through the National School Lunch Program (NSLP) during the school year.
