Today marks 24 years since 9/11/2001. On this somber day, I am grateful to be a policymaker. I vow to work tirelessly to protect the people of this great state. My thoughts and prayers are with everyone who was impacted by this devastating attack on our nation. May we never forget.

I have been busy this summer with meetings regarding the AHEAD Model. I meet regularly with fellow state legislators, the Department of Health, and the Health Services Cost Review Commission (HSCRC) to discuss the current status of the AHEAD Model. This work group updates and informs the state legislature on new information regarding the program.
What is AHEAD?

The Advancing Healthcare Efficiency Through Accountable Design (AHEAD) Model advances the State’s vision of empowering all Marylanders to achieve optimal health and well-being. AHEAD will be implemented between 2026 and 2034.

AHEAD builds upon the successes of the Maryland Total Cost of Care Model in reducing healthcare cost growth and improving the quality of healthcare.

AHEAD puts additional focus on helping all Marylanders to stay healthy and get the care they need. The current Maryland Model is in effect until the end of 2025. On January 1, 2026, the state will transition to the AHEAD model.

FINAL CHANCE: Student Loan Debt Relief Tax Credit
|
The State of Maryland offers taxpayers with student loan debt a tax credit that could help save them a significant amount of money. The Student Loan Debt Relief Tax Credit is an excellent benefit available to eligible Marylanders to reduce their student loan debt.
How does the credit work?
Eligibility Requirements:

Be a Maryland resident for the 2025 tax year

File Maryland state income taxes for the 2025 tax year

Have originally incurred at least $20,000 in undergraduate and/or graduate student loan debt

Hold a minimum outstanding student loan debt balance of $5,000 at the time of the application
-
Certify that the entire amount awarded was directly applied to eligible student loan payments
Please note there is an application deadline of SEPTEMBER 15th.

Statement from the MIA on UnitedHealthcare/Johns Hopkins Dispute
|
The Maryland Insurance Administration (MIA) is aware of the contract dispute between UnitedHealthcare and Johns Hopkins. Our top priority is to protect Maryland insurance consumers in accordance with Maryland law.
The MIA is encouraging impacted consumers to reach out to their provider’s office and speak to them directly about care needs and timing issues, and to contact UnitedHealthcare directly about any specific questions about benefits.
MIA staff is available to assist consumers in understanding their rights under state and federal law when their treating provider leaves the network of their insurance carrier. Consumers may contact the MIA at 410-468-2244 or 1-800-492-6116, Extension 2244 to have an investigator explain their rights to them.
The MIA has launched an investigation into the adequacy of UnitedHealthcare’s networks and UnitedHealthcare’s continuity of care practices in Maryland, given the departure of Johns Hopkins Health System and Capital Women’s Care from their network.

Driver's Education Scholarship Opportunity

The application window for the Coalition for Public Safety Training in Schools, Inc. Driver's Education Scholarship is officially open! Applications will be open from August 25 to September 30, 2025. Please note that space is limited and the application will close once the session is full.
This initiative is designed to provide critical support to eligible youth in Meade High School by removing financial barriers to driver's education. Please see the flyer and link below for more information.

My office remains open year-round to help you with issues and answer your questions. During the interim, my Chief of Staff, Nancy Lipin Crawford, and our new Legislative Aide, Abigail Bento, will be in the office on Tuesday and Wednesday and working remotely on Monday, Thursday, and Friday.
The interim is busy, there are community events, meetings, committee site visits, task force studies, and oversight committee meetings to attend.
