I will fight to maintain every tool we need to keep public spaces public.

While this week’s court decision did not overturn the City’s Sidewalk Vending Ordinance, it resulted in some limits on enforcement. The Mayor and I agree that public safety is the number one priority. The City can and will enforce in District 1, including our beaches and shoreline parks.

When the City’s ordinance was adopted in 2022, I successfully secured the addition of boardwalks and high-traffic bike and walking pathways to the law – critical additions to protecting our coastal public spaces and the safety of residents and visitors – and I will take every available measure to ensure that our neighborhoods do not return to the “wild west” days of an unregulated market.

Housing Roundtable with Senator Schiff

I joined Senator Adam Schiff, Councilmember Stephen Whitburn, and community leaders at a roundtable event hosted by the San Diego Housing Commission to discuss San Diego’s housing and homelessness solutions. Senator Schiff saw and heard firsthand how we are meeting housing needs and efficiently using state and federal funds. I shared the potential impacts if the Administration continues on a path to reduce long-standing safety nets. With 1,000 individuals at risk this November and potentially 17,000 units going forward, we appreciate his commitment to strengthening housing resources for San Diegans and our most vulnerable population. The Senator’s introduction of the Housing Boom Act and support of the bipartisan 21st Century ROAD to Housing Act demonstrate his commitment to boosting housing supply, removing barriers to financing construction, creating opportunity for homeownership, and assisting local governments in addressing housing challenges.

Rising sea levels and more extreme tide events are an ever-present concern for our coastal communities. My strong support for the DeAnza Natural Plan and our Coastal Resilience Master Plan takes critical steps toward protecting and preserving our coastline.

The recent wave events highlight the vulnerability of Torrey Pines State Beach and its surrounding infrastructure to the impacts of rising sea levels and climate change. As recently as 2023, a combination of spring tides and a large wave event, resulted in erosion along the Western edge of Highway 101 and the closure of the beach parking lot due to flooding.

The Los Peñasquitos Lagoon Foundation, in partnership with California State Parks, City of San Diego, State Coastal Conservancy, and Scripps Institution of Oceanography, seeks feedback from the public as they continue work on a “living shoreline project”, a nature-based proposal to protect the beach and public facilities at Torrey Pines State beach. Currently in phase 1 of project development, the results of this survey will help shape the engineering design and establish project priorities.

Proclaiming "Alzheimer's and Brain Awareness Month" in the City of San Diego

Council President LaCava and Councilmember Dr. Jennifer Campbell present the proclamation to the San Diego Chapter of the Alzheimer’s Association.

75,000 San Diegans have Alzheimer’s Disease, according to most recently available County reports. The 2026 California State of Public Health Report states that Alzheimer’s Disease is the leading cause of death of individuals over the age of 85. This disease takes a deep emotional toll, not only on the individual affected, but on family, friends, and caretakers, as well. It is critical that the City, individuals, and organizations raise awareness of and support for those with Alzheimer’s Disease and other forms of dementia.

Thank you to the organizations and medical researchers, like San Diego Chapter of the Alzheimer’s Association, that drive progress as we march toward a cure.

Council President Joe LaCava
