Dear Inquirer,
Visitors to San Diego's popular beaches like Mission Beach may notice something different this summer - for the first time in decades, the City has ended its policy requiring a pause on construction projects in the beach areas during the summer months. This pause, or moratorium, had been in effect for years and halted public and private construction activity near the beach from Memorial Day through Labor Day at the height of the busy tourist season.
Lifting the construction moratorium will lead to projects in the beach areas being completed more quickly and affordably, without a three-month delay in the middle of a project. To reduce disruptions to local businesses, residents, and beachgoers from ongoing construction, the City will also work with project managers on additional mitigation measures like splitting projects into smaller phases and expanding community notification about ongoing construction projects.
As a representative for many of our City's beach communities, I am grateful that this solution will be implemented in a thoughtful way, balancing the increased number of visitors to our beaches with the increased efficiency for completing projects that will make these communities better. ADU Density Bonus Program Amendments
On July 22, the City Council officially codified 25 reforms to the City's Accessory Dwelling Unit (ADU) and Junior Accessory Dwelling Unit (JADU) programs. It is important to note that ADUs and JADUs cannot be used as short-term rentals. Many of these amendments bring San Diego back in line with state laws related to the construction of ADUs. Some of the amendments are:
- Requiring minimum side and rear setbacks.
- No ADUs in Very High or High fire risk areas.
- Limiting the number of ADUs that can be built based on the square footage of a lot.
- Requiring off-street parking to be included for bonus ADUs outside Transit Priority Areas.

Resolution in Support of Assembly Bill 1127: Stop the Spread of DIY Machine Guns
On July 15, the City Council approved a resolution in support of Assembly Bill 1127: Stop the Spread of DIY Machine Guns. If passed by the State Legislature, this bill would prohibit the sale of semi-automatic pistols that can be converted into illegal machine guns capable of firing 1200 bullets per minute. San Diego has been a leader in addressing the gun violence epidemic that has plagued our nation for far too long. I am proud to join my colleagues in supporting AB 1127, a common-sense piece of legislation that aims to protect our communities from senseless gun violence.

Congratulations to TransFamily Support Services on reaching your ten-year anniversary serving transgender and gender non-binary youth in San Diego. They have empowered thousands of families across our city to ensure that trans youth feel affirmed, safe, and supported. Now, more than ever, this work is important with the rise of anti-trans hate and bigotry in our country. I want to thank TransFamily Support Services for the work that they do - they are literally saving lives, and their work does not go unnoticed.

District 2 Street Repair Update: Avati Drive at Morena Boulevard and Moraga Avenue at Balboa Avenue
Sections of Avati Drive in Clairemont have officially been repaved! For years, I have advocated for repairs to the streets of District 2, and in the past Fiscal Year we have seen repairs to many streets in our District. Parts of Bacon Street in Ocean Beach, Canon Street in Point Loma, and Moraga Avenue in Clairemont, all major roadways, have also been repaired this year, along with many other streets. I look forward to continuing to work with the Transportation Department to maintain their progress toward improving our streets.

Swearing-In of County Supervisor Paloma Aguirre
Congratulations to District 1 County Supervisor Paloma Aguirre, who was officially sworn into office on July 22. Supervisor District 1 encompasses the South Bay region including San Diego neighborhoods south of Front Street, Chula Vista, National City, Imperial Beach, Bonita, and the Tijuana River Valley. As a proud member of the LGBTQ+ community, I'm thrilled to see another LGBTQ+ leader join the Board of Supervisors - especially one as dedicated and passionate as Paloma. I look forward to working with her to address the region's most urgent challenges, including homelessness and the Tijuana River sewage crisis.

Tier 4 (Mission Beach Only) Short-Term Vacation Rental License Applications Now Open
The City is accepting applications for Tier 4 whole-home vacation rentals in Mission Beach. The application period for Tier 4 will close on Friday, August 15. The other parts of the City have a 1% cap on the number of whole-home rentals, Tier 3. As a result of the STVR ordinance, we have seen more housing return to the market for San Diego residents, while also providing options for visitors who want to stay in one of San Diego’s many vibrant and diverse neighborhoods. Raising Awareness: Substance Use and Opioid Overdose Prevention Summit - July 26

Assemblymember Tasha Boerner Hosting Backpack Drive in Point Loma
Join Assemblymember Tasha Boerner on August 6 from 5pm - 7pm at Dewey Elementary School in Point Loma (3251 Rosecrans St, 92110) for a free backpack and school supplies giveaway, in partnership with San Diego Unified School District, the San Diego Youth Foundation, Cox Communications, and the San Diego Padres. This giveaway is free and open to the public. Backpacks and supplies will be distributed on a first come, first serve basis. Next Phase of Work for Pure Water SD - Traffic Control for Pipeline Installation
Beginning June 30, crews started installing the next phase of traffic control on Clairemont Dr. to allow for pipeline installation. This traffic control will cover the intersection of Clairemont Dr. and Clairemont Mesa Blvd., and access to Cole St. via Clairemont Dr. will be restricted. One northbound and one southbound lane of traffic will be maintained through the work zone. Pipeline installation will take place between 7am and 4:30pm Monday through Friday. This phase of work is anticipated to last approximately six weeks, but this schedule is subject to change. For your safety, please follow all posted signage.
