A MESSAGE FROM COUNCILMEMBER FOSTER

This month, as we reflect on January and observe Black History Month, I want to begin by honoring the legacy of Dr. Martin Luther King Jr. and the values that continue to guide our work. In January, I brought forward the Martin Luther King Jr. Day proclamation at City Council, commemorating what would have been Dr. King’s 97th birthday and recognizing 55 years since former Mayor Frank Curran proclaimed January 15, 1971 as Dr. Martin Luther King Day in San Diego, fifteen years before it became a federal holiday.

 

Following that proclamation, I had the privilege of participating in both the Downtown MLK Parade and the 16th Annual Southeastern San Diego Dr. Martin Luther King Jr. Community Parade and Celebration. Seeing our city come together across generations to honor Dr. King’s vision of justice, dignity, and collective responsibility was a powerful reminder of what community looks like when we lead with purpose.

 

These moments are important because they remind us to recommit ourselves to building neighborhoods where opportunity, respect, and fairness are real and felt by everyone. This District 4 update includes highlights from recent community events, an overview of my committee assignments for the year ahead, and information on priorities we will continue advancing together. It also shares details on an important opportunity for residents to help shape the future of recreation programming in our city.

City Hall Updates Header

COMMUNITY INPUT ON THE CITY BUDGET

On February 23 at 6 p.m., the City Council will hold a public meeting to review the FY 2026 Mid Year Budget Monitoring Report, including any budgetary actions recommended by the Mayor and analysis from the Office of the Independent Budget Analyst. This meeting offers residents a meaningful opportunity to learn more about the city’s finances and provide public comment on budget decisions that directly impact District 4.

 

Additional evening budget related meetings are scheduled for later this spring:

  • March 10 at 6 p.m.

  • May 4 at 6 p.m.

  • May 18 at 6 p.m.

I strongly encourage District 4 residents to participate, stay informed, and share their perspectives. Community voices are critical to shaping budget priorities and ensuring city resources reflect the needs of our neighborhoods.

COMMISSION ON POLICE PRACTICE LEADERSHIP UPDATE

In January, the City Council approved the hiring of Roger Smith as the new Executive Director of the Commission on Police Practices, an important step in strengthening independent civilian oversight of policing in San Diego. I was honored to serve on the hiring committee and take part in a thorough process grounded in accountability, transparency, and community trust.

 

Accountability and transparency are essential to public safety, especially when it comes to reform. Since 2017, San Diego has paid out roughly $100 million in SDPD misconduct settlements, a cost that is felt directly by our neighborhoods and taxpayers. Strong, independent oversight matters, and the Commission on Police Practices plays a critical role in that work.

 

Mr. Smith is a graduate of the USC Gould School of Law and has served in senior leadership roles overseeing police accountability in cities across the country. He is a Certified Practitioner through the National Association for Civilian Oversight of Law Enforcement and brings experience leading oversight agencies, managing complex investigations, and building systems that strengthen transparency, independence, and community trust. I support this hire and look forward to working with Mr. Smith and the Commission as we continue advancing public safety that is fair, accountable, and centered on our communities.

 

ADVANCING DISTRICT 4 THROUGH 2026 COMMITTEE ASSIGNMENTS

Last month, the City Council approved committee assignments for the 2026 Council year. These assignments matter because committee work is where policies are shaped, budgets are examined, and equity focused decisions begin long before they reach the full Council. I take this responsibility seriously, and I was intentional about where I could be most effective for District 4.

 

I am honored to serve as Chair of the Budget and Government Efficiency Committee, where the focus is on transparency, accountability, and responsible use of public funds. I now also serve on the Audit Committee, which provides oversight of the City’s auditing, internal controls, and financial practices, helping ensure that how we spend public dollars matches how they are managed. In addition, I serve on the Economic Development and Intergovernmental Relations Committee, where we work to strengthen local economies and examine how opportunity is created and shared. Later this year, I will be bringing forward an item related to cannabis equity, continuing thoughtful discussions about fairness, accountability, and access to economic opportunity.

 

Beyond these roles, I serve on several additional Council and external committees that allow me to advocate for District 4 across a range of issues, from neighborhood services to regional collaboration. Together, these assignments reflect my commitment to advancing equity, accountability, and opportunity for the communities we serve.

Fostering Community Header

YOUR VOICE IN RECREATION PROGRAMMING

Our recreation centers and programs play an important role in the health, safety, and connection of our neighborhoods. I encourage residents to consider participating in the upcoming town hall to provide feedback on the Community Needs Survey as it relates to recreation programming across the city.

 

For many families, seniors, and young people in District 4, recreation centers are spaces for learning, wellness, and community connection. Community input is essential to shaping programs that reflect real neighborhood needs and help guide decisions that will influence recreation programming for years to come. SUPPORTING YOUTH AND COMMUNITY SPACE IN ENCANTO

On January 7, community members came out to the Encanto Recreation Council Group meeting to show strong support for bringing a skate plaza to Encanto Park. The turnout reflected how much this space matters to young people and families who are looking for safe, positive places to gather and be active. During the meeting, the Encanto Recreation Council voted to postpone the decision. Creating recreational spaces like this is about investing in youth, building community, and giving neighbors a place to connect. I am grateful to everyone who showed up. This conversation is far from over. Attend the next meeting and take part in the conversation on Wednesday, February 25th at 6pm. 

 

HONORING A LIFETIME OF SERVICE

On January 13, I was proud to bring forward a proclamation alongside my colleagues honoring Captain Vernon Peterson as he enters a well earned retirement. Captain Peterson’s career reflects decades of commitment, leadership, and service to the people of San Diego, and for District 4. Moments like this give us an opportunity to pause and recognize the individuals who have dedicated their lives to serving our communities. It was an honor to publicly thank Captain Peterson for his contributions and to wish him well in his next chapter.

 

CELEBRATING DR. KING'S LEGACY THROUGH TRADITION

On January 19, I was honored to take part in the annual Martin Luther King Jr. Day Parade and to stand alongside so many residents committed to honoring Dr. King’s legacy. Seeing families, community organizations, and local leaders come together is always powerful. I want to thank the San Diego Alphas for their continued leadership and dedication to making this important tradition possible year after year. Each year, as we celebrate Dr. King’s birthday and life, we also are reminded that his message of justice, service, and unity remains just as relevant today, and that carrying his legacy forward requires collective action.

 

HONORING DR. KING IN DISTRICT 4

On January 24, I was grateful to participate in the Dr. Martin Luther King Jr. Community Parade and Celebration right in District 4. It was especially meaningful to celebrate Dr. King’s legacy within our own community, surrounded by neighbors, youth, and local leaders. I also had the honor of bringing forward a City Council proclamation recognizing the importance of this day and the values it represents. Thank you to the organizers, volunteers, performers, and everyone who showed up to make the celebration possible. This event reflected the pride, culture, and unity that define our district.

 

SUPPORTING OUR UNHOUSED NEIGHBORS THROUGH ACTION

On January 29, early in the morning, my team joined County Supervisor Monica Montgomery Steppe, PATH Partners, and volunteers from across the region for the annual Point in Time Count. This effort plays a critical role in helping us better understand the scope and needs of our unhoused population and ensures resources are directed where they can have the greatest impact. The data collected helps inform funding, services, and long term solutions. I am grateful to everyone who showed up early and dedicated their time to this important work. Addressing homelessness requires coordination, compassion, and commitment, and this effort reflects all three.

This month, I am proud to highlight Sammy’s Mexican Bakery, a family owned business that has long been a fixture in District 4.
