Your Voice Matters

As we begin Women’s History Month, please join me in celebrating the incredible women of the world who have fought relentlessly for a future where every woman has the opportunity to thrive.

The Pennsylvania Governor’s Advisory Commission on Women is gathering input for a new State of the Woman Report. I am encouraging Pennsylvania women and girls age 13 and older to take the survey (open through May 30) and share their experiences. Your voice matters.

Updates from the Capitol

I had another busy week at the state Capitol questioning leaders of our state agencies about how they would use our tax dollars in the governor’s proposed 2026-27 state budget. This week, my colleagues and I on the House Appropriations Committee held hearings with the Office of Attorney General, Public Utility Commission, leaders in the Judiciary, and the Departments of Environmental Protection, Conservation & Natural Resources, Labor & Industry, Education, State, and Human Services.

Click here or on the image above to check out my YouTube playlist, where you can hear the questions I’m asking. You can also see video clips on my social media pages.

I’m proud to stand face to face with these leaders and ask them tough questions to help ensure our tax dollars are spent wisely and in the interests of the people.

Read more about the budget hearings in the news articles below from PennLive and WESA.

“As Rep. Emily Kinkead pointed out, Sunday has been involved in defending Pennsylvania’s longstanding prohibition on Medicaid funding being used for abortion-relation healthcare.”

“Kinkead had the chance to ask about the use of solitary confinement, and the expansion of an experimental Scandinavian-modeled unit.”

Pa. Corrections officials say prison closures don't offset medical costs | 90.5 WESA

Since the Department of Corrections is telling us that rising medical costs are outpacing savings from facility closures, we must amplify solutions on the table that make sense for both public safety and taxpayers.

One step in that direction is House Bill 150, a bipartisan bill I co-sponsored to expand Pennsylvania’s compassionate medical release process.

Right now, the system is so slow and restrictive that only a handful of seriously ill incarcerated people have been granted release over the last decade. This bill would create a clearer, more efficient process to review cases of people who are severely ill, have served significant time, and no longer pose a threat to the community. It’s a commonsense reform that respects public safety while helping the Commonwealth save millions of dollars every year.

The bill passed the House 111-92 and is currently awaiting action in the Senate.

New Grant Programs for Electric Vehicles, Delinquency

Several new state grant programs are now accepting applications.

The Department of Transportation National Electric Vehicle Infrastructure Funding program awards contractors who install publicly available community chargers, up to $1 million for a project. Applications are due August 21. For more information, visit the PennDOT website.

Another opportunity is from the Commission on Crime and Delinquency’s Violence & Delinquency Prevention Programs. Eligibility for these funds is open to local governments, nonprofits and private providers offering services to youth involved in the justice system. A total of $5 million in state funding will be supporting this initiative. Applications are due April 6. For more information, visit the Commission website.

If you or someone you know has a local project that could benefit from state funding, please don’t hesitate to reach out. My office regularly helps municipalities, nonprofits, and community groups when it comes to identifying grant opportunities, navigating applications, and providing letters of support.
