We have one week left in our 2025 General Legislative session!  Time is flying by!  This week the House passed laws to enhance election integrity, support families and reduce burdensome regulations.  There’s still a lot to accomplish in our last week on Capitol hill. Make sure you continue to follow along with the process, in person or online at le.utah.gov, and if you have questions, please reach out. I would love to hear from you. 

Strengthening our Elections

The House passed H.B. 300 Amendments to Election Law this week.  Thanks to feedback from many Utahns, the original version of H.B. 300 was changed. Substitute 2 of H.B. 300 no longer takes away vote-by-mail. Rather, it strengthens Utah’s elections while preserving the convenience of vote-by-mail.

 

Beginning in 2026, voters will include the last four digits of their state ID when voting by mail or drop box.  It’s a simple step that helps protect election integrity.  By 2028, voters will need to opt in to continue receiving their ballots in the mail. We’ll send reminders, and you can easily opt in online, in person, or by mail. You will renew your vote by mail status every eight years, when you renew your driver’s license or ID.  If you don’t have a state ID, you can get a free photo ID to ensure everyone can easily participate.  If you prefer voting in person, you’ll just need to bring a photo ID starting in 2028. 

Supporting Utah Families

Hardworking Utah families are the backbone of our communities, and H.B. 316 is designed to give them the support they deserve. This bill enhances Utah’s child tax credit, providing meaningful financial relief for parents with children under six—a time when expenses are high, and every dollar counts. By increasing the tax credit for young children and ensuring more families qualify, H.B. 316 puts money back in the pockets of those who need it most. This is about real relief for real families, ensuring that Utah remains a place where families can grow, succeed, and prosper.

Investing in Utah’s Teachers and Classrooms

State leaders are continuing to invest in teachers during the 2025 session by providing a direct salary increase to teachers and a bonus for education support staff, in addition to a 4% WPU increase. This investment reflects the Legislature’s and Gov. Cox’s dedication to attracting and retaining top talent in the classrooms, and supporting school employees.  In addition, we are increasing resources for rural schools and at-risk students, funding a new cohort of Grow Your Own Educators, and continuing stipends for classroom supplies and student teachers.  Recently, U.S. News and World Report ranked Utah as the second best state in the nation for education — a testament to the hard work of educators all across the state.

Supporting the American Dream

The American dream of homeownership is a cornerstone of Utah's values, and two legislative measures, H.B. 360 and H.B. 368, are poised to make this dream more attainable for our residents. H.B. 360 focuses on increasing housing affordability by implementing policies that encourage the development of diverse housing options, while H.B. 368 streamlines local land use regulations, reducing bureaucratic hurdles and expediting the construction of new housing projects. Together, these bills aim to expand housing availability and affordability, empowering more Utah families to achieve the stability and pride that comes with owning a home.
