CAMPBELL CHRONICLES

February 9, 2026

Dear Inquirer,

On February 2, the City Council unanimously approved a resolution opposing the unnecessarily aggressive and excessive tactics used by federal immigration enforcement authorities, such as ICE, throughout the United States. While local officials at the city level cannot dictate the actions of federal agents, we have ensured that our local police officers are not assisting in immigration enforcement actions, and I believe that every city in the country should stand up and do the same.

What ICE is doing in communities across our country is not law enforcement. It is violent, it is aggressive, and it is illegal. The federal government and its agents have completely disregarded the protections of the Constitution and are instilling terror in our country's residents through their lawless actions. As someone who grew up participating in the Civil Rights Movements of the 1950s and 1960s, I know that when communities come together in peaceful protest, we can make our voices heard. We must remain united and continue to fight this horrible assault on our democracy.

I thank my colleagues for bringing this resolution forward and making sure that San Diego is doing our part to protect our residents.

All the best,

Councilmember Jennifer Campbell
District 2
San Diego City Council

Appointment of Roger Smith as Executive Director of the Commission on Police Practices

On January 26, the City Council approved the appointment of Roger Smith as the Executive Director of the Commission on Police Practices. Since 2017, he has been working on police oversight and accountability issues in cities like New York, Cleveland, Phoenix, and now San Diego. His years of leadership and experience will bring guidance to the Commission and I thank him for his willingness to serve the community.

International Holocaust Remembrance Day

January 27 is International Holocaust Remembrance Day, a solemn occasion when we honor the six million Jewish people and six million other civilian victims who were murdered by the Nazi regime during World War II. At the City Council meeting on January 27, we heard from Holocaust survivor Lou Pechi, who was seven years old when the Nazis invaded the Croatian city of Zagreb, where he was born. His story of escaping the Nazis and ultimately coming to the United States is a poignant reminder that hate has NO place in our country, which was founded on the principle that everyone is entitled to basic human freedoms, including the freedom of religion as guaranteed in our Constitution.

San Diego River Park Foundation Preliminary Point in Time Count Data Shows Decrease in Homeless Individuals Along San Diego River

During last week's Point in Time Count, the San Diego River Park Foundation completed a full census of the riverbed within City limits to assess the number of unhoused individuals living along the San Diego River. Preliminary data shows a 49.8% decrease of individuals living along the river compared to the Point in Time Count conducted last year. Additionally, 61 fewer vehicle dwellers were counted this year, which is closely tied to the opening of the H Barracks Safe Parking Site. These are the lowest numbers along the San Diego River since 2019, thanks to the creation of more Safe Parking, Safe Sleeping, and other housing and shelter options to get unhoused individuals out of the riverbed and connected with services.
