Dear Neighbor, 

 

Balboa Park belongs to San Diegans. It is one of the most special places in our city, and my goal has always been to keep it welcoming, accessible, and well cared for. 

I've heard feedback from residents and City Councilmembers about the new paid parking program, and I’ve directed changes.  

 

City of San Diego residents will soon be able to park for free in the majority of Balboa Park lots, with paid parking limited to premium locations. I also directed parking enforcement hours to end earlier in the evening. These updates are anticipated to take effect on March 2.  

 

If you would like to purchase an all-park premium pass now to park in the lots closest to the museums, go to sandiego.thepermitportal.com. Please note that changes and updates to the portal are still being made in anticipation of the latest changes. 

 

A grace period for enforcement is still in effect until further notice. 

 

At the same time, this program provides a dedicated funding stream for Balboa Park’s operations and maintenance, something the City has lacked for decades. These updates reduce projected parking revenue, and that means the City Council and I will have to make difficult tradeoffs to solve for that.

 

We are continuing to balance affordability for residents with the responsibility to care for one of our most treasured public spaces. 

 

I encourage San Diegans to stay informed about how and where these parking changes will apply once they go into effect.

Olympic Soccer Coming to San Diego

San Diego has been selected to host Olympic soccer matches during the LA28 Olympic Games, putting our city on one of the largest global stages in the world! 

 

This is a major win for our city and a clear signal that San Diego is ready to compete, host, and lead alongside some of the world’s great cities. 

 

Events of this scale deliver real benefits for San Diegans. Olympic soccer matches will be played at Snapdragon Stadium (which will be officially referred as the “San Diego Stadium” during the event) creating jobs, driving tourism, and generating economic activity across our region, from hospitality and transportation to small businesses and local vendors. This moment also brings lasting value by showcasing San Diego as a premier destination for international events, investment, and innovation. 

 

This selection reflects years of work to build world-class infrastructure and partnerships. Snapdragon Stadium has quickly become a hub for professional and international soccer, and it has proven that San Diego can successfully host major global events with energy, professionalism, and community pride. 

 

When the world tunes in for the Olympics, they will see more than matches on the field. They will see our neighborhoods, our culture, our workforce, and a city that knows how to welcome visitors and deliver at the highest level. 

 

From the Olympics to other big-city wins, San Diego is strengthening its global profile in ways that create jobs, grow our economy, and position our city for long-term success. 

 

 

Nearly 50 Percent Reduction in Homelessness Along the San Diego River 

Early data from the 2026 Point-in-Time Count shows a nearly 50 percent reduction in the number of people experiencing homelessness in the riverbed, dropping from 294 people in September 2025 to 148 in January 2026. This measurable improvement reflects what happens when outreach is focused, partnerships are aligned, and resources are directed where they are needed most. 

 

This progress is the result of coordinated, data-driven work led by the San Diego River Park Foundation, in partnership with PATH San Diego, City Park Rangers, outreach providers, and regional leaders. Crucially, it has been supported by the State of California’s Encampment Resolution Funding grant from the California Department of Housing and Community Development, which helps cities move people from unsafe encampments into safer alternatives with services. 

 

The San Diego River corridor is one of the most challenging environments for outreach. People living there face heightened risks from flooding, winter storms, and isolation. The nearly 50 percent reduction in just four months shows that sustained engagement, accurate data, and strong collaboration can deliver results you can see. 

 

While this progress matters, the work is not finished. There are still too many people living in unsafe conditions along the riverbed. We remain committed to continuing this effort, building on what is working, and expanding solutions that bring people inside while protecting the health of the river and surrounding communities. 

 

This is what it looks like when the City, nonprofit partners, and the State come together with a shared goal: reducing homelessness through action, accountability, and results. 

 

In Other News: Progress You Can See Across San Diego

Homes funded, in part, by the city's Bridge to Home program

While we continue to focus on the biggest challenges facing our city, there is also steady progress happening every day across housing, public safety, and regional investment. Here are a few additional updates worth highlighting. 

 

Bridge to Home Expands Affordable Housing Delivery 
The City is moving more affordable housing projects from planning to construction through our Bridge to Home program. A new round of support will help deliver hundreds of new homes across multiple neighborhoods, including housing for seniors, working families, and people at risk of homelessness. By closing financing gaps, Bridge to Home is turning approved projects into real homes faster, helping more San Diegans find a stable place to live.

Federal Advocacy Brings Major Projects to the Region 

San Diego’s regional leaders came together to thank our congressional delegation for securing federal support for projects that improve daily life across our region. These community-driven investments support transportation upgrades, public safety facilities, environmental improvements, and neighborhood infrastructure. This work reflects strong collaboration across local, regional, and federal partners to deliver results that San Diegans can see and use. 

 

Police Overtime Remains Within Budget 
A mid-year report shows the San Diego Police Department’s overtime spending is tracking within the approved budget. Careful management and staffing strategies are helping maintain strong public safety coverage while keeping spending aligned with fiscal expectations. This reflects our continued focus on accountability, transparency, and responsible use of taxpayer dollars.

GETTING IT DONE - FIXING OUR STREETS

 

Mill and Pave Delivers Lasting Repairs in North Park 

City crews completed permanent road repairs on segments of 32nd Street and North Park Way in North Park. This work restored heavily worn roadway, improving safety and extending the life of these streets so crews will not need to return for many years.

The Brass Rail Returns to Hillcrest

Hillcrest’s LGBTQ history was recognized with the return of The Brass Rail name, one of San Diego’s first gay bars and an important gathering place for generations. The renaming reflects the community’s legacy of belonging, visibility, and pride in Hillcrest. Thank you to local leaders, business owners, and community members who helped preserve this meaningful piece of San Diego history. 

 

Midway Place Added to Downtown Map

A new street name in Downtown recognizes the USS Midway Museum’s role in shaping San Diego’s identity as a proud military town. The unveiling of Midway Place connects the waterfront’s history to its future and reflects the service, sacrifice, and civic pride that define our city. Thank you to the USS Midway Museum and community partners who made this recognition possible. 

 

Future Leaders Visit from Pack 614 in Scripps Ranch

I welcomed the Cub Scout Webelo Den of Pack 614 to City Hall for a conversation about how local government works and why civic participation matters. Their thoughtful questions and curiosity showed the promise of the next generation of leaders in Scripps Ranch. Thank you to Pack 614 families and organizers for encouraging young people to stay engaged in their community.

Enabling San Diego Businesses' Global Growth to Create Local Opportunity 

 

I was proud to kick off World Trade Center San Diego's MetroConnect VIII, an initiative that helps local businesses expand into global markets while creating good-paying jobs here at home. Since the program’s debut in 2015, 110 MetroConnect alumni have collectively added 357 new jobs to the region, signed more than 552 new contracts, and set up 28 new overseas facilities. With support from partners like Booz Allen Hamilton, JPMorganChase, Qualcomm and the City of San Diego, MetroConnect has helped more than 110 San Diego companies generate $106 million in international sales - strengthening our economy and delivering real benefits for workers and families across our region.

Online Portal for Balboa Park Parking 

Modifications expanding free parking for verified residents in Level 2 and Level 3 lots are anticipated to take effect March 2, and updates to the portal are still being implemented. In the meantime, parking passes for Balboa Park are available through an online portal, allowing visitors and residents to manage parking options in one place.

 

Parking revenues will be reinvested directly into park operations and maintenance, helping preserve this treasured public space for generations to come.

Help Shape the Future of Recreation Programming in San Diego

The City’s Parks and Recreation Department is inviting residents to help shape the future of recreation in San Diego. Community input will guide how recreation centers operate, what programs are offered, and how residents receive information about them.

 

The Parks and Recreation Department is inviting community leaders and representatives to 45-minute Zoom focus groups to share ideas, flag barriers to participation, and improve how we communicate about programs. Sessions include a brief presentation, Q&A, and an interactive survey. Registration is required.
