On Tuesday, the Finance Committee visited the University of Maryland Baltimore Washington Medical Center’s Emergency Department and the Shock Trauma Center at the University of Baltimore.
Dr. Neel Vibhaker, Associate Chief Clinical Officer at UM BWMC, is doing amazing work reducing ED wait times. Dr. Vibhaker was instrumental in implementing a “departure lounge”, a comfortable space for discharged patients to relax, offering amenities such as snacks, iPads, TV, and reading materials while awaiting transportation home.
The Committee then traveled to University of Baltimore Shock Trauma Center, we were briefed on the changes occurring in Medicare and how they will be impacting the Shock Trauma Center. The center features a hyperbaric chamber where we learned about the amazing healing that hyperbaric medicine offers. We were thrilled for the opportunity to tour the facility, and even ventured onto the helicopter pad in 100-degree weather!

Last night, we celebrated Leadership Anne Arundel’s 2025 graduation. Congratulations to the LAA Flagship Class and the Neighborhood Leadership Class! Along with graduation, we also bid our farewells to Nancy Hartzell who served 9 years as the Director of Operations.

Last week, I toured businesses in District 32 with Comptroller Brooke Leirman. We met with Mesavita Engineering and Intellifource-IT Solutions Group. Both companies are local start-up businesses in the National Business Park. They are doing incredible work, and I am very grateful to have them in District 32.
Later we met with Councilwoman Alison Pickard to tour the Glen Burnie Town Center. We discussed the investments that are being made to revitalize the Center and visited the current businesses.

The Army’s 250th Birthday Celebration was held at Club Meade. I was surprised and honored to be awarded the Army Public Service Commendation Medal by Colonel Yolanda Gore; in recognition of my many years representing Fort Meade, serving the base and the military members.

On June 14th, the Anne Arundel Historical Society celebrated the 75th Anniversary of BWI Thurgood Marshall Airport at the Benson Hammond House! It was a perfect day and it was great to see the volunteers.

Senator Katie Fry Hestor and I presented a Senate Resolution to Joe Pacileo at the annual meeting of the Fort Meade Alliance! Joe Pacileo is the President of the Alliance and has done incredible work over the past three years. The mission of the Fort Meade Alliance is to deliver a positive, lasting impact for the people and missions of Fort Meade, while helping the region flourish and drive expansion. Through his dedicated service, Joe Pacileo ensures the mission is being achieved.

Resources for Impacted Federal Workers

The Maryland Department of Labor is accepting applications for the Federal Worker Emergency Loan Program, which offers a $700 no-interest loan to Maryland residents who were recently terminated from federal employment due to mass layoffs, relocations, or closures and are experiencing financial hardship.
Loans must be repaid within 180 days, with a one-time 90-day extension available upon request.

My office has heard from numerous federal employees expressing concerns about job security and the potential defunding of essential services they provide. In addition, many constituents have voiced worries about funding and their rights.
To assist those affected by these challenges, Congresswoman Sarah Elfreth has also compiled a comprehensive resource guide, which will be especially valuable to federal workers, immigrant families, and members of the LGBTQIA+ community during this period of uncertainty. Governor Moore has also launched the Maryland Public Servants Resource Website, which serves as a centralized hub for programs and resources to support Maryland’s federal employees and contractors impacted by federal workforce layoffs, firings, and changes to federal funding.
The website provides resources for impacted federal workers, including information on unemployment insurance, job search and career support, legal resources, and an index of key rules and regulations that govern the federal employment process.

The Comptroller of Maryland - Frozen Federal Funds Reporting. Recent federal actions have resulted in the freezing and/or revocation of federal loans and grants to some nonprofit organizations. The Comptroller of Maryland has been closely monitoring this situation, particularly given the potential impact on Maryland’s economy, workforce, and communities. To assist us in assessing the scope and impact of these funding cuts, we invite you to share information with us if you have had problems accessing federal funding.

The Maryland Department of Labor (MD Labor) has prepared resources to support Maryland workers impacted by the federal government transition, including employees of the federal government and federal government contractors.

Federal civilian employees who become unemployed due to no fault of their own can apply for Unemployment Compensation for Federal Employees (UCFE). See our Unemployment Insurance FAQs for Federal Workers. Other workers impacted by federal actions—such as employees who worked for a private sector employer that contracted with the federal government—may be eligible to apply for regular unemployment insurance. See the Regular Unemployment Insurance Overview flyer for details. Individuals who are found eligible can receive up to $430 in weekly benefits (pre-tax).
Workers should apply for UI benefits in the jurisdiction of their "duty station." This means, for example, that if you are a Marylander who is laid off from a federal job based in Virginia, you should apply for benefits in Virginia. To apply for unemployment, workers can file online or call 667-207-6520 (Monday to Friday, 8 a.m. to 4 p.m.). Federal workers should select option #9.

My office remains open year-round to help you with issues and answer your questions. During the interim, my Chief of Staff, Nancy Lipin Crawford, and Legislative Aide, Ash-Lynn Randolph, will be in the office on Tuesdays and Thursdays and working remotely on Mondays, Wednesdays, and Fridays.

Anne Arundel County Public Schools will serve free meals to children again this summer, beginning Monday, June 16. The meals are provided to children ages 2 to 18 regardless of family income level.
AACPS has served summer meals to children since 2003. The school district is reimbursed for meals by the United States Department of Agriculture.
Meals will be served at 22 open sites this summer, fewer than in prior years. The consolidation was done after an examination of post-COVID pandemic needs and a reduction in meal participation as well as implementation of steps to ensure that meal sites are accessible, efficient, and comply with federal regulations.

Additionally, AACPS will operate mobile meals delivery to 16 community sites. They are:

West County: Orchards at Severn, Meade Village, Spring Meadows, Still Meadows.

Annapolis: Admiral Farragut, Annapolis Gardens, Bywater, Congregation Kneseth Israel, Hilltop Village, Woodside Gardens.

South County (all sites designated as rural): Boones Mobile Estates, Lyons Creek Estates, Maryland Manor.

Per USDA regulations, meals at all sites except those designated as rural must be consumed on-site. Meals at rural sites may be taken away from the site to be consumed. Preregistration is required at rural sites and can be done on site.
Meals will also be served at 27 other sites with summer programming, but will only be served to students enrolled in programs at those sites.

DPW Curbside Collection Summer Time Change Notice
|
Beginning June 23rd, due to the likelihood of air temperature and humidity creating a heat index above 90 degrees Fahrenheit during the months of June, July, and August, curbside collection services will begin at 5:00 am to help ensure compliance with Maryland's new Heat Stress Standard. Starting collections at 5:00 am is an hour earlier than the usual 6:00 am start time.
Households receiving trash, recycling and yard waste collections should have their containers at the curb prior to 5:00 am during the months of June, July and August.

Automated Traffic Enforcement Speed Program

On June 19, 2025, a new automated speed enforcement camera will become active in a school zone within the county. The camera will operate from 6 a.m. to 8 p.m., Monday through Friday, to help reduce vehicle speeds and promote safer driving habits in the vicinity of our schools. Citations will be issued after a 15-day warning period.

DHCD News - Maryland Tenants' Bill of Rights
|
Maryland Department of Housing and Community Development Secretary Jake Day today announced that the State of Maryland has published the first statewide Tenants’ Bill of Rights in the nation. The department’s Office of Tenant and Landlord Affairs has published the first version of the Maryland Tenants’ Bill of Rights as required by the passage of the Renters Rights and Stabilization Act of 2024. Secretary Day also announced the appointment of Alyce Thompson as the first director of the Office of Tenant and Landlord Affairs.
The Maryland Tenants’ Bill of Rights must be included with all residential rental leases beginning July 1, 2025. Annually, the Office of Tenant and Landlord Affairs will update and release a new Tenants’ Bill of Rights by September 1, with an effective date of October 1. This annual release will include any major changes to federal or state renter laws, as well as updates based on feedback from tenants and housing partners.
In addition to serving tenants, the Office of Tenant and Landlord Affairs staff are available to train landlords, property managers, realtors, and other housing industry professionals on requirements for the Tenants’ Bill of Rights and Right of First Refusal law, which gives tenants of certain rental properties the first opportunity to purchase their home when an owner moves to sell the property.

- Overflow Handicapped parking (after Sawmill is full) will be at the Pascal Center at 125 Dorsey Rd. If you park at either of these locations, you will not be able to exit your parking space until the crowds have safely left the park.

The Anne Arundel County Office of Emergency Management (OEM) is hosting a free summer camp program called HERoes on the HERizon. The camp is a free week-long program designed to encourage young women in high school and college to explore careers in emergency management and public safety.
The camp will take place July 14-18, 2025, from 8:00 a.m. to 4:30 p.m. at the Anne Arundel County OEM located at 7480 Baltimore Annapolis Blvd Glen Burnie, MD 21061. This unique program offers participants the opportunity to engage in hands-on activities, interactive workshops, and field trips led by industry professionals.
HERoes on the HERizon is open to all young women in high school and college in Maryland. To apply or learn more about the program, visit our website or email oem-camp@aacounty.org. MDOT in Motion is a series of webinars, interactive sessions, and educational opportunities offered by the Maryland Department of Transportation's (MDOT) Office of Active Transportation and Micromobility. The series highlights multi-modal projects and programs that are designed to get Marylanders moving safely, and to connect them to opportunities and to each other. In Maryland, Complete Streets is the deliberate approach to planning and designing streets for all users, MDOT in Motion demonstrates opportunities to make options like walking, biking, and transit more accessible.
The July 3 webinar from 12 - 1 p.m. will explore the role of micromobility, such as e-bicycles, e-scooters, and other small vehicles, in Maryland. MDOT's new program for micromobility includes work with the Motor Vehicle Administration to set vehicle safety standards and providing assistance to local jurisdictions that permit shared micromobility fleets for public use. Guest speakers Marta Woldu will showcase how the University of Maryland educates their community to ride micromobility safely and Tyler Smith will discuss the impact of the Baltimore City dockless vehicle program on transportation equity.
