Dear Inquirer,
For the fourth year in a row, San Diego's crime rates have dropped again, keeping us as one of the safest big cities in the country. According to a nationwide data collection system maintained by the U.S. Department of Justice, overall crime in San Diego has decreased by 6.3% in 2025, continuing the trend of declining crime rates since 2023. Citywide, the violent crime rate is 4.1 crimes per 1000 residents, which is one of the lowest violent crime rates among major cities. Murders decreased by 25%, non-fatal shootings decreased by 21%, sexual assaults decreased by 7%, and motor vehicle thefts decreased by 21%.
In District 2, the decrease in crime matches the city's decrease at 6%, thanks in part to our smart technology that has dramatically improved SDPD's ability to prevent and solve crimes.
Unfortunately, there was an increase in anti-religious hate crimes. While other types of hate crimes, including anti-transgender, anti-race, and anti-sexual orientation hate crimes all saw decreases, anti-religious hate crimes were significantly increased. This was partially attributed to a series of vandalism attacks on churches and synagogues in Central San Diego in early 2025. This is both alarming and unacceptable. Everyone in San Diego must continue to do what we can to protect ALL our residents from hate and discrimination. I am grateful to our Police Department for responding diligently to crime reports, and especially hate crimes, and for their work to keep San Diego one of America's safest big cities year over year.

June 5: BRC hearing to review the recommended budget modifications.
June 9: City Council approval of the FY27 Budget with final modifications. Per the City Charter, budget adoption is required no later than June 15.

AB2525 - Surplus Lands: Mission Bay Park
At the Community & Neighborhood Services Committee meeting in March, our Senior Policy Advisor Manuel Reyes presented a proposal to support Assembly Bill 2525 (AB2525), authored by San Diego Assemblymember Chris Ward, that would provide legal clarity that Mission Bay Park should not be subjected to the Surplus Land Act and that Mission Bay Park remains a protected park.
While the Surplus Land Act plays an important role in addressing California's housing needs, its requirements simply do not fit in places like Mission Bay Park, where housing is legally prohibited. The state tidelands law, our City Charter, the Mission Bay Park Master Plan, and voter-approved measures all make it clear that Mission Bay Park must remain devoted as park space and that residential development is not allowed. This proposal was unanimously approved by Committee members, and my office will be working on a resolution in support of AB2525 to go before the full City Council for consideration soon.

Diversionary Theatre 40th Anniversary Day
On Saturday, Diversionary Theatre celebrated their 40th anniversary with the Fierce & Fearless at Forty Ruby Ball. Diversionary Theatre was founded in 1986, making it the third oldest LGBTQ+ theatre in the nation. It is truly a unique and special place for the entire community to enjoy gay themed theatre and performances. Congratulations on reaching this anniversary, and best wishes for your continued success!

Dining Out For Life | April 23
Each year, many restaurants across San Diego participate in Dining Out For Life, a fundraiser where local restaurants contribute a portion of their sales to the San Diego LGBT Community Center for their HIV prevention and treatment programs. This year, on April 23 you can Dine Out For Life at Doc Holliday's in Old Town. 25% of their sales that day will be given to the Center. San Diego Community College District Now Accepting Applications for San Diego Promise Program
The San Diego Community College District (SDCCD) is now accepting applications for their tuition-free San Diego Promise program for the fall 2026 semester. This program provides up to two years of free tuition and health fees, and book grants for students with demonstrated financial need, removing financial barriers and opening the doors to higher education opportunities at San Diego City, Mesa, and Miramar colleges. Students are encouraged to complete the enrollment process, submit their Promise application, and complete admission requirements by May 22, 2026. Next Phase of Work for Pure Water SD - Paving & Restoration on Clairemont Mesa Blvd.
Beginning April 6, crews will be paving the intersection of Clairemont Dr. and Lakehurst Ave., continuing along Clairemont Mesa Blvd., and proceeding to Genesee & Appleton St. Work will take place during daytime hours from 7am to 3:30pm through Friday, April 10. Traffic control measures will be in place throughout the work zone. For your safety, please follow all posted signage. Due to the scale of the operation, on-street parking will be restricted during this week and delays are anticipated. Please allow extra travel time and plan commutes accordingly.

The Victory Fund Annual Brunch
It was great to welcome the Victory Fund and LGBTQ+ elected leaders from across the country last week to Liberty Station for the annual Victory Fund Brunch. The Victory Fund is dedicated to electing, supporting, and empowering LGBTQ+ leaders at every level of government because representation matters and inclusive leadership strengthens our communities. I especially want to thank Arizona Attorney General Kris Mayes for her keynote speech in support of equality and inclusion.

Emilio Nares Foundation "Healing Through Nature" Program
The Emilio Nares Foundation is now accepting families to join the spring and summer classes for their Healing Through Nature Program, a free and family-centered wellness program for families of children in cancer remission or recovering from a life-threatening condition. The program includes guided outdoor experiences, therapeutic nature-based activities for children and caregivers, financial education, and mindfulness resources all offered in both English and Spanish. There is no income requirement, and the program is open to families with a child aged 0-18 in any stage of survivorship from childhood cancer or a life-threatening condition. Solid Waste Management Fee Financial Assistance Program
The City of San Diego and the Metropolitan Area Advisory Committee on Anti-Poverty (MAAC) have partnered to launch the Solid Waste Management Fee Financial Assistance Program to help eligible homeowners reduce out-of-pocket costs for their trash and recycling fees. Assistance is first-come, first-served through April 2026. You may be eligible if you own and live in your home as your primary residence, receive City trash and recycling service, and you either have a household median income that meets the threshold below, or someone in your household is enrolled in Medi-Cal, CalFresh, CalWORKS, or the Low Income Home Energy Assistance Program. San Diego Housing Commission First-Time Homebuyer Program
Homeownership in the City of San Diego is within reach for middle-income families with assistance available from the San Diego Housing Commission’s Middle-Income First-Time Homebuyer program. Eligible households can receive a low-interest, deferred-payment loan and a grant toward closing costs – a total of $50,000 to support their home purchase. To learn more, click the button below.

Delivery of New Recycling Bins Has Begun
The City’s Environmental Services Department will begin delivering new light blue recycling bins this month to households eligible for City-provided trash service. Customers can look up when the delivery of new blue cans will occur for their neighborhood, and crews will remove the old blue bins on that same day. The delivery process is expected to continue over the course of several months, and Environmental Services will notify customers about their bin delivery date through mailers to the property owner’s address.
