Last week the Mayor and City Council recognized ten outstanding women who are making history in our city. The Mayor recognized Maria Chavez as the Woman of Distinction for the City of San Diego. Maria is an immigration attorney with more than 17 years of experience in nonprofit leadership and immigration policy. Maria is currently the Immigration Legal Director at the Partnership for the Advancement of New Americans (PANA) and the owner of Maria Chavez Law. Her work to support San Diego's immigrant community is so important, especially in this current time in our country's history.

 

District 2's Woman of Distinction was Lynn Haims, a resident of Clairemont, who has held various offices in the Clairemont Town Council over the years. She is the current President of the Clairemont Town Council Foundation, and has led Clairemont in multiple programs including the annual Clairemont Garden Tour. She planned last year's 75th Birthday Party for the neighborhood of Clairemont and always serves on the committee that presents the annual Clairemont Family Day. Lynn's service and dedication to improving her community truly make her a Woman of Distinction. There is no task too small or too large for Lynn to take on and succeed, and I am grateful for her leadership in the Clairemont community.

 

Congratulations to the other districts' honorees: Caryn Blanton, Jemma Samala, Ruth-Ann Thorn, Laraza Webb, Diane Wavrik, Allison Garner, Xochitl Alvarez, and Rahmo Abdi. There are so many trailblazing women in San Diego's history, and I want to thank these women for all their contributions to our city.

Public Hearing on FY27 Budget

On March 10, the City Council held its second public comment hearing for the Fiscal Year 2027 budget development cycle. Residents provided in-person and virtual testimony on their priorities for the upcoming budget to help give Mayor Gloria and the Council a deeper look at what issues are most important to residents. In our District 2, we have heard from hundreds of residents. The top three priorities mentioned by our residents are #1 Public safety, #2 Reducing homelessness and #3 Fixing our roads. Lease Agreement Between City and Zoological Society of San Diego

On March 9, the City Council approved the amended lease agreement between the City and the Zoological Society of San Diego to extend the lease for the San Diego Zoo. The San Diego Zoo does so much great work for the conservation of endangered species and rehabilitation of injured animals, and it is also one of the most iconic institutions in our City. Our Zoo is also part of the San Diego Zoo Wildlife Alliance, an international nonprofit organization focused on conservation. For more than a century, the San Diego Zoo has been a cornerstone of the San Diego community and our economy. In 2024 alone, the Zoo welcomed 3.9 million visitors, generating considerable profit for our city and the operations of the zoo.

 

Vision Zero Update and Findings of Speed Management Plan

On March 16, the City Council unanimously voted to lower speed limits on over 600 miles of City streets under Assembly Bill 43, which allows local municipalities to lower speed limits to increase safety. Vision Zero is our City's plan to eliminate traffic-related injuries and fatalities, and lowering the speed limits is part of achieving this goal. School zones will be the first to have their speed limits lowered to 15 miles per hour.

 

Adoption of the IHRA Definition of Antisemitism

On March 17, the City Council voted to adopt the International Holocaust Remembrance Alliance (IHRA) definition of antisemitism. This definition was crafted in 2016 by 35 different countries' governments to help make it possible to identify antisemitic hate crimes. This resolution does NOT in any way prohibit the free speech guaranteed in the First Amendment of our Constitution.

 

Bánh Mì Hội An | 3145 Rosecrans St A

The iconic Vietnamese eatery Bánh Mì Hội An is located at 3145 Rosecrans St A (92110) right near Liberty Station. It is named after the iconic Vietnamese Sandwich: the Bánh Mì, consisting of baguette filled with savory Southeast-Asian ingredients. If one should prefer something else, they also offer phởs (noodle soups) and grilled meats to enjoy. Council District 2 Budget Priority Survey

As we enter "Budget Season" for the City, we must face financial realities and make decisions that are both reasonable and fiscally sound. Terrasini Senior Apartments Grand Opening

The fourth and final affordable apartment building at the Mt. Etna campus in Clairemont is officially open! The Terrasini Senior Apartments are the fourth building to open on this site, which was created in partnership with the County of San Diego and several community partners. In total, this campus provides 404 affordable homes for seniors, families, and individuals with disabilities. These homes are within close proximity to transit, grocery stores, parks, and schools. Welcome to the new residents of District 2 who will live in these apartments!

 

EF International Language Campus Town Hall with Congressman Scott Peters

Last week, Congressman Scott Peters joined students at the EF International Language Campus in Midway for a town hall meeting. These students come to San Diego from all over the world to improve their English. This town hall with Rep. Peters was a great opportunity for them to learn about the role of our Congressional representatives and ask him questions about his work. Thank you to EF for inviting my staff to join you for this opportunity!

 

Point Loma Gateway Sign Ribbon Cutting

The long-awaited Point Loma gateway sign is finally here! I want to thank the Point Loma Association for all their years of hard work to make this dream a reality. Gateway signs provide a sense of neighborhood identity across the City, and Point Loma is the latest community to install a signature gateway sign. This sign was designed and funded entirely by the community.

 

Next Phase of Work for Pure Water SD - Morena Conveyance South & Middle

Beginning February 2, crews started working on the Morena Conveyance South & Middle at the intersection of Morena Blvd. and Milton St. Please be advised that the intersection of Morena Blvd. and Milton St. will be closed 24 hours a day, seven days a week, for three weeks. Crews will install two new pipelines that will connect to the previously constructed pipeline on Milton St., marking a major milestone for the Pure Water Program. A detour route will be in place throughout this three-week phase of work. Crews will be performing work from 7am to 3:30pm Monday through Friday, for approximately three weeks. This schedule is subject to change. For your safety, please follow all posted signage.

 

Emilio Nares Foundation "Healing Through Nature" Program

The Emilio Nares Foundation is now accepting families to join the spring and summer classes for their Healing Through Nature Program, a free and family-centered wellness program for families of children in cancer remission or recovering from a life-threatening condition. The program includes guided outdoor experiences, therapeutic nature-based activities for children and caregivers, financial education, and mindfulness resources all offered in both English and Spanish. There is no income requirement, and the program is open to families with a child aged 0-18 in any stage of survivorship from childhood cancer or a life-threatening condition. Crash Course on the FY27 Budget | March 24, 2026

The Office of the Independent Budget Analyst is hosting their annual "crash course" on the budget development process for the upcoming fiscal year, and they want you to join them! Solid Waste Management Fee Financial Assistance Program

The City of San Diego and the Metropolitan Area Advisory Committee on Anti-Poverty (MAAC) have partnered to launch the Solid Waste Management Fee Financial Assistance Program to help eligible homeowners reduce out-of-pocket costs for their trash and recycling fees. Assistance is first-come, first-served through April 2026. You may be eligible if you own and live in your home as your primary residence, receive City trash and recycling service, and you either have a household median income that meets the threshold below, or someone in your household is enrolled in Medi-Cal, CalFresh, CalWORKS, or the Low Income Home Energy Assistance Program. San Diego Housing Commission First-Time Homebuyer Program

Homeownership in the City of San Diego is within reach for middle-income families with assistance available from the San Diego Housing Commission’s Middle-Income First-Time Homebuyer program. Eligible households can receive a low-interest, deferred-payment loan and a grant toward closing costs – a total of $50,000 to support their home purchase. To learn more, click the button below.

 

Delivery of New Trash Bins Has Begun

The City's Environmental Services Department has begun delivering new gray trash bins to households eligible for City-provided trash service. Customers should look up when the delivery will occur for their neighborhood, and crews will remove the old black trash bins on that same day. The delivery process is expected to continue over the course of several months, and Environmental Services will notify customers about their bin delivery date through mailers to the property owner's address.
