The City of San Diego's Division of Cultural Affairs is accepting applications for two arts and culture funding programs for Fiscal Year 2027 - the Organizational Support Program (OSP) and Creative Communities San Diego (CCSD). These grant programs aim to support local nonprofit organizations' projects that improve the quality of life for San Diegans, generate local employment opportunities, and boost tourism.
These grant programs are funded through the Transient Occupancy Tax paid by visitors staying in hotels, motels, and short-term vacation rentals. Applications will be accepted for these programs for the Fiscal Year 2027 until 8am on November 13, 2025. Appointment of Rolando Charvel as the Chief Financial Officer for the City of San Diego
On October 20, the City Council unanimously confirmed the appointment of Rolando Charvel as the new Chief Financial Officer (CFO) for the City of San Diego. Mr. Charvel joined the City of San Diego in 1999 and most recently served as the City's Director of Finance and City Comptroller. The Council thanked the current CFO Matthew Vespi for his hard work serving our City and wished him all the best in his future endeavors at the Port of San Diego.
Due Process and Safety Ordinance
On October 20, the City Council approved the Due Process and Safety Ordinance to protect San Diegans from having their personal information shared for unauthorized and unlawful actions by the federal government.
Approval of Expenditure of Citywide Library Development Improvement Fee Fund (DIF) for City Heights Branch Library Performance Annex
On October 22, the Community and Neighborhood Services Committee authorized the use of $899,000 in Citywide Library Development Improvement Fee (DIF) funding for Phase 2 of the improvements to the Performance Annex space within the City Heights Branch Library. This library provides the only publicly-accessible black box theatre in the Mid-City area, but was in need of improvements to the facilities which were built in 1998. Most of the improvements were funded through state and federal grants and CIP funds.

Olive Cafe & Olive Baking Company
The Olive Cafe and Baking Company in Mission Beach carries menu items dedicated to legendary regulars, keeps safe in-house mugs of patrons, and holds an exclusive sourdough starter from the Alaskan Gold Rush. Located at 805 Santa Clara Place, the Mission Beach establishment just celebrated 20 years of business. They offer a variety of delicious meals and great coffee: The Cinnamon Roll French Toast and the Hammerhead Coffee are wonderful starting points. The cafe's allure moves beyond cuisine. Clairemont 75th Anniversary Celebration
Happy 75th anniversary to Clairemont! What started as the City's first suburb in 1950 is now San Diego's largest neighborhood. The President of the Clairemont Town Council Foundation, Lynn Haimes, organized this event, which included entertainment, dancing, birthday cake, booths, and ended with a flash mob to the song "Thriller."

Taormina and Modica Family Apartments Grand Opening in Clairemont
Two new affordable apartment houses are now open in Clairemont! The Taormina and Modica Family Apartments join the existing Paul Downey Senior Apartments on the Mt. Etna affordable housing campus to create a total of 309 new affordable housing units. The homes on this campus are all within close proximity to transit, grocery stores, parks, and schools. It is a positive thing to see so many new affordable homes becoming available to families, disabled individuals, veterans, and formerly homeless San Diegans.

U.S. Bank Ocean Beach Branch Grand Re-Opening
The upgraded U.S. Bank branch in Ocean Beach is officially open and it looks wonderful. This location first opened in 1977 and had not been updated since then, but now the bank is fully remodeled and ready to continue serving District 2 residents with the type of high-quality service that they have always provided.

Bay Park Trash Pickup Event
On October 16, staff from the Environmental Services Department completed trash pickup events for residents of Bay Park. Our Environmental Services Department collected 3.47 tons of waste, helping to serve the residents of District 2.

Free Senior Meal Program at the Judith L. Seltz Senior Wellness Center
In partnership with the County of San Diego's Age Well Services, Serving Seniors is now offering a new senior meal program at the Judith L. Seltz Senior Wellness Center, located within the Paul Downey Senior Apartments in Clairemont. Free meals will be provided to all seniors age 60 and above - not just residents of the apartments - Monday through Friday for lunch between 12pm and 1pm. Next Phase of Work for Pure Water SD - Night Work on Morena Blvd.
Beginning October 5, crews started installing pipes on Morena Blvd. between Napier St. and Milton St. To maintain the safety of the community during this phase of work, crews are expected to perform overnight work on Morena Blvd. from 9pm to 5am Sunday through Friday, for approximately two weeks. This schedule is subject to change. During work hours, they will use excavators to dig trenching to install the pipeline and noise associated with construction may be heard. Earplugs are available to residents upon request. For your safety, please follow all posted signage.

LGBTQ History Month Exhibit at City Hall
This year's LGBTQ History Month Exhibit in the lobby of City Hall is entitled "Our History Will Not Be Erased." It includes history of the gay movement in San Diego from the 1960s until current times.

Delivery of New Trash Bins Has Begun
The City's Environmental Services Department has begun delivering new gray trash bins to households eligible for City-provided trash service. Customers should look up when the delivery will occur for their neighborhood, and crews will remove the old black trash bins on that same day. The delivery process is expected to continue over the course of several months, and Environmental Services will notify customers about their bin delivery date through mailers to the property owner's address. City's Street Design Manual Update
The City's updated Street Design Manual is now out for public review and comment. The Manual addresses the many aspects of modern streets that will serve the needs of all users, such as pedestrians, bicyclists, and transit riders.
